Description
Develop project plans work packages obtain approvalsCreate and manage the assigned work package within the overall project plan including all components documents and reports.Manage expectations of senior executives and other stakeholdersParticipate in steering committee and stakeholder forumsProvide project and / or portfolio reporting to multi-stakeholders at senior executive levels.Manage stakeholders interests and expectations throughout the life cycle of the projectProactively identify risks and issues pertaining to the assigned work package report them to the overall Project Champions and the Portfolio Team. Identify and mitigate strategies and responses to the issues and risks.Work with vendors to successfully negotiate and deliver mutually beneficial multi-year contracts for ongoing warranty maintenance and support of the technology such as the Computer Aided Dispatch applicationEnsure the development and delivery of business cases where applicable (ie management board submissions) to seek approval for long term support & maintenance contracts with Ministry vendors.Work with Ministry (or assigned) Legal and Procurement entities within the OPS to ensure Ministry processes are adhered to and Ministry interests are incorporated while establishing the contract.Coordinate project plans with Public Safety OperationsEnsure project implementation plans have no adverse impact to public safety operations.Financial management of projectEnsure a high level of fiscal control and accountability for project budget. Forecast changes to the budget and communicates planned vs. actual budget as the project progressesManage multiple concurrent projects to OPS I & IT StandardsVendor ManagementCreating detailed business analysis documentsOutlining problems opportunities and solutions for a businessDevelop manage and execute project charters integrated project plans schedules and communication plans including obtaining approvalsBudgeting and forecastingIssue and Risk Management and MitigationNOTE
Travel : The resource will be required to travel to multiple dispatch centres / CACCs across the province to provide project support and to coordinate and remediate telephony and radio equipment in order to implement the PSRN solution. Expenditures / reimbursements for travel will be in accordance with the Travel Meal and Hospitality Expenses Directive.Assignment Type : This position is listed as Onsite; the resource is expected to work 7.25 hours per calendar day between the standard working hours of 8 : 00-5 : 00 PM (excluding lunch breaks) every Monday to Friday inclusive at the identified OPS office location.Extension / Amendment Attestation :Extensions are permitted only to the extent of unused contract days and / or remaining contract funds. No additional funds will be added beyond the maximum contract value including any extension options set out in the original SOW.HSC may exercise its option to extend the SOW beyond October 5 2027 provided that the Master Service Agreement is extended. Any such extension shall be on the same terms conditions and covenants as those contained in the SOW.Experience and Skill Set Requirements
Project Management and Coordination Skills - 30%
10 years of experience with Program / Project ManagementWorking knowledge of industry standard such as Project Management Institute (PMI)Demonstrated management experience in Project Management methodologies producing documentation collaterals and artefactsDemonstrated experience with project and software development lifecycle (SDLC).Demonstrated IT project management experience managing all phases (concept definition planning implementation and closeout) of large scale complex IT projects.Effectively manages large project budgets and ensures a high level of fiscal control and accountability including estimates forecasts and reconciliation / confirmation of actuals.Demonstrated experience with Enterprise Content ManagementDemonstrated experience leading the gathering and developing the requirements for project charters and integrated project plansDemonstrated leadership experience identifying and evaluating specific issues or risks providing options analysis and recommending action plans to mitigate the risksDemonstrated experience with project management tools : MS Project Clarity / Planview or equivalents for standard status reportingTechnical Skills - 35%
Demonstrated experience with Public Safety Answering Point Telecommunication equipment systems such as Communication Console System (CCS) Trunked Radio System and Conventional Communication Solution and its backup solutionsDemonstrated experience with planning and implementing voice communication services and replacing voice communication systems in Public Safety environmentDemonstrated experience with implementing and replacing voice logging systemDemonstrated experience with back end technology of radio and paging systemsDemonstrated experience leading a project from market scanning procurement planning implementation to completion.Experience with PSRN projectAnalytic and Communication Skills - 20%
