Job Summary : Reporting to the Team Lead - Damage Prevention, the Crossings Administrator is accountable for protecting the pipeline and TNPI’s operations from third party damage by supporting the critical control of managing third party crossings and encroachment control. The Crossings Administrator will confirm, review and respond to applicants requesting TNPI’s authorization to cross the pipeline either by construction of a facility, ground disturbance or vehicle crossings. The Crossings Administrator will triage third party applications for completeness and will escalate required technical reviews to the Crossings Analyst, as appropriate. The Crossing Administrator is also accountable for the TNPI tracker that provides details for all third-party applications including but not limited to : applicant type; application type; and TNPI processing time. The Crossing Administrator may also be responsible for additional Damage Prevention Public Awareness to promote education and awareness on the presence of the pipeline and how to obtain TNPI’s written authorization, as required. This position supports the Land and Damage Prevention Department and ROW Maintenance teams as well as Regulatory and Stakeholder Relations.
Key Responsibilities : Third Party Crossing Application Administration Receives, acknowledges and tracks, third party crossing proposals (ground disturbance, construction of a facility and vehicle crossings) for work within the TNPI Right-of-Way.
Prioritizes responses to third party applicants and escalates technical enquiries to Crossing Coordinator or Team Lead, Damage Prevention Confirms completeness of applications, incomplete components are communicated back to applicant Assignment of complete applications to Crossing Analyst Provide hi-level customer service to third party applicants Maintenance of TNPI tracker to prioritize, track status and ensure TNPI meets all regulatory obligations for response timelines Maintenance of TNPI crossings email Provides weekly updates to Crossings team on new applications received and overdue application responses Provides support to Team Lead, Damage Prevention for weekly meetings Supports the TNPI Damage Prevention Program reporting KPIs or performing analysis (such as number of applications and approvals) monthly Damage Prevention Development application responses for Quebec to support Land Use Monitoring Receives, tracks and reports to Regulator unauthorized activity responses Communication and information sharing with One-Call coordinators and ROW Maintenance Technicians as required Public Awareness Responds to information requests from third parties (e.g.
other pipeline operators, municipalities Utilities, Government agencies, contractors and private landowners) concerning the location of TNPI assets and right-of-way.
Distributes TNPI Crossing Guidelines and other related Public Awareness materials to third parties interested in work near TNPI assets.
Distributes TNPI’s and Regulator’s public awareness materials to third parties living and working in proximity to TNPI assets Follow up public awareness for unauthorized activities in the province of Quebec Education & Skills Knowledge : Minimum Preferred Education Indicate education level and field / specialty General Education Diploma University degree in related field and eligible for professional accreditation Certifications, Designations or Licenses N / A N / A Technical Skills & Specialized Knowledge Strong computer skills Proficient with Microsoft 365 and / or relevant programs Understands applicable provincial and federal regulations Proficient with Coreline Working knowledge of Canada Energy Regulator Act, Damage Prevention Regulations, Alberta Energy Act and Pipeline Rules Transferrable Skills & Competencies Soft skills Strong organizational and interpersonal skills. Good written and verbal communication skills and detail oriented. Bilingual (English / French) Strong ability to work cooperatively within a team environment. Self-motivation and ability to complete work with minimal supervision.
