Job Summary.
The Manager of Early Learning Centre reports to the Senior Manager of Early Learning & Childcare and is overall accountable for leading and directing all aspects of Hope’s Home daycare operations, ensuring all legislated requirements are followed. Through each interaction with staff, children, parents / caregivers, and supporting professionals, the Manager ensures the culture of the work environment is in alignment with Hope’s Home Vision, Purpose, and Values. They facilitate the development of a cohesive leadership team and demonstrate and promote a supportive, engaging, and inclusive work environment. All daycare employees at the centre report into this position.

Early Intervention
- Ensure compliance with legislation and agreements that are relevant to the program component of the organization e.g., Child Care Regulations,2015. (The Joint Use School model is specifically responsible for Section 14, Philosophy and Program.)
- Monitor the early intervention program for children (review developmental checklists; ensure activities are age appropriate; observe and refer any developmental concerns; advocate for the needs of the child).
- Approve new Behaviour Intervention Plans prior to implementation.
- Review and approve Behavior Communication Reports before the report is provided to care givers.
- Admit / discharge children into Hope’s Home daycare program based on criteria and enrollment needs.
- Responsible for maintaining enrollment of children to maximize staffing ratios.
- Provide tours and information about the centre to new staff and community stakeholders.
- Ensure ratios and Activities of Daily Living (ADL) points are being maintained throughout the day.
- Accompany child to hospital or other medical facility in the absence of the child’s caregiver.
- All other duties as needed and directed by the Senior Manager Early Learning.
Budget.
Participate in creating the location budget.Maintain spending levels within the approved budget.Review budget in conjunction with month end reconciliation.Evaluate and authorize expenditures within the approved operational budget for early learning and childcare program (groceries, programming, household, small equipment etc.).Parent Involvement and Communication.
Implement the child intake process.Participate in tours with new families upon acceptance to the program.Communicate with parents / caregivers of children who attend Hope’s Home, gathering feedback and addressing any questions and / or concerns.Engage families / caregivers in discussions on child development and provide documentation for further assessment.Create content and develop communication to parents / caregivers regarding program changes and updates.In partnership with the Parent Advisory Committee (PAC) Chair, plan, organize and conduct a minimum of six (6) Parent Advisory Committee (PAC) meetings each year.Administration.
Implement Hope’s Home’s policies and procedures for early learning and childcare programs.Provide required reports directly to Ministry of Education (MEd), Early Years branch regarding licensing, grants, and concerns of the centre.Submit new applications and renewals (to Ministry of Education Consultant) for children who have needs that can be met through the Enhanced Accessibilities (EA) grant from the Ministry of Education.Prior to the annual license renewal meeting with the MEd Consultant, ensure all building and Ministry required reports and inspections are complete and up to date and ready for submission.Chair the enhanced accessibilities grant renewal meetings to finalize the application to Ministry of Education and then forward application to the Ministry.Work in collaboration with Admins and Physical Development Consultant (PDC) to ensure all paperwork is completed for EA grants.Report directly to Ministry of Social Services regarding subsidy and child attendance records.Draft and submit annual contracts for children under the care of MSS.Report directly to the Home Care team to submit unit hours and new medical intakes.Report any concerns of nursing competency to Senior Manager of EL&C and Provincial Nursing Manager.Receive and review submitted medication error documents with the Provincial Nursing Manager.Review, sign off, and file of reports for each Ministry (e.g., Ministry of Education Minor Injury Report)Prepare and submit annual reports as required by each Ministry. (e.g., Med Error Report)Report any parent / caregiver feedback to Senior Manager Early Learning.Report any maintenance needs of the centre as per building management requirements.In partnership with Finance Team, oversee and participate in communication with families who have overdue receivables.Attend regularly scheduled meetings with other departments.Participate in organization projects as required.Human Resources.
In collaboration with HR, post open positions (Direct Reports positions)Review and assess applications, interview, select final candidate.Hire, train and supervise all ELC staff members.Onboard all new employees at the center : Provide new employee orientation,
Provide training on standard practices, policies and procedures, and
Color Cards.
Participate in annual performance evaluations of nurses in collaboration with Provincial Nursing Manager.Coach and mentor staff in developing high quality programs that align with Hope’s Home values and principles through promoting participation in reflective practice and co-teaching.Set operational and professional development goals and objectives with all staff; provide regular feedback and conduct performance evaluations.Facilitate employee relations meetings with staff, listening to concerns, providing insight and guidance, and making recommendations for appropriate actions.Conduct investigations when needed and address employee behavior as outlined in Hope’s Home policy.Facilitate bi-monthly staff and PAC meetings.Oversee personnel files are complete and all internal documentation on employees updated as required.Approve and submit staff timesheets.Complete employee termination paperwork and conduct exit Interview.Maintain confidentiality of all internal matters pertaining to the organization and its operations.Occupational Health and Safety.
Oversee and collaborate with nursing staff that OHS legislative requirements are being met within the centre.Support nursing staff with outcomes and corrective measures during outbreak status.Complete all required OHS training (OHC Level 1, OHC Level 2, Supervision and Safety)Ensure all staff have received the required OHS training in the centre.Create a psychologically safe work environment (resolve conflicts in respectful ways and ensure a fair resolution, provide an environment where employees feel safe and supported to share ideas, listen, learn from, and seek to understand the ideas of others).Attend OHS Committee meetings.Monitor, report and resolve any safety hazards in the work environment and OHS standards are maintained.Qualifications.
Completion of Early Childhood Education Diploma (Level III) OR a Bachelor of Education Degree with integrated daycare experience.Minimum of two (2) years integrated daycare experience or a minimum of two (2) years working experience while employed by Hope’s Home.Minimum of two (2) supervisory / leadership experience.First Aid / CPR Certification is a must.The following experience and training are assets :Experience with Emergent Curriculum, Play & Exploration, ECERS, and the Reggio Approach,Related training working with children with special needs, andFood Safe training.Valid driver’s license.Skills and Abilities.

Able to maintain a flexible work hours schedule.Monday to Friday, hours of work typically flex between 7 : 00 a.m. and 6 : 00 p.m. Need to respond to after hours emergencies,
In the absence of the Assistant Manager, ELC, receive the morning sick calls starting at 6am.
Forty (40) hour work week.Physical ability to perform and safely work with objects or persons of varying sizes : Exertion of ~100 lbs of force occasionally,
Exertion of ~50 lbs of force regularly, and
Exertion of ~25 lbs of force continuously.
