Job Description

Assignment: Business Architect – Senior

Client: Land & Resources Cluster (LRC) – Ministry of Natural Resources and Forestry (MNRF)

Location: Toronto, Ontario – 40 St. Clair Ave W

Work Arrangement: 100% Onsite – 5 days per week

Start Date: October 22, 2026

End Date: October 5, 2027

Extension: Up to 1 additional term

Openings: 1

Position Overview

The Land & Resources Cluster (LRC) and the Ministry of Natural Resources and Forestry (MNRF) are seeking a Senior Business Architect to support the enhancement and modernization of the Forest Resources Inventory Information Management System (FRI IMS) and the development/update of its Enterprise Architecture (EA).

The successful candidate will assess current and future business capabilities, define target business outcomes, optimize business processes, develop business architecture artifacts, and support enterprise architecture governance and approval activities.

The modernization initiative includes centralized data storage using Databricks and Azure Storage, public-facing data exchange capabilities, and a cloud-based data processing and analytics platform.

The Business Architect will work closely with the Senior IT Business Architect/EA lead, project leads, product managers, solution designers, service designers, business analysts, QA professionals, subject matter experts, and the LRC Enterprise Architecture team.

Key Responsibilities

  • Analyze government and organizational information relevant to business architecture.
  • Consult with government stakeholders and subject matter experts regarding business architecture requirements and decisions.
  • Facilitate focus groups, workshops, stakeholder consultations, and architecture discussions.
  • Develop and maintain enterprise business capabilities aligned with corporate strategies and business plans.
  • Develop and revise Business Architecture artifacts in accordance with the Enterprise Information Architecture (EIA) Federated Framework.
  • Ensure appropriate vertical integration between Business Architecture, Information Architecture, and Solution Requirements.
  • Model business capabilities at enterprise and/or core business levels.
  • Design capability models and related architectural solutions.
  • Map business capabilities and functionality to internal and external resources.
  • Develop business transformation plans in collaboration with senior business management.
  • Support business solutions across delivery and operational business functions.
  • Establish and maintain architectural governance and controls throughout implementation.
  • Develop enterprise blueprints supporting business transformation and organizational alignment.
  • Define business outcomes, performance measures, KPIs, and strategic alignment.
  • Identify opportunities for business optimization and horizontal integration across business areas.
  • Support enterprise architecture engagement and governance checkpoints.
  • Lead or support project teams through the enterprise architecture engagement process.
  • Work across multiple projects and portfolios where required.
  • Ensure business architecture artifacts align with enterprise standards, governance requirements, legislation, technology, and strategic objectives.
  • Develop business architecture that directly supports business and system requirements elicitation.
  • Work collaboratively with Information Architecture, Application Architecture, Solution Design, Service Design, Business Analysis, and other disciplines.


Requirements

Mandatory Qualifications & Experience

1. Senior Business Architecture Experience

  • Minimum 10 years of total IT experience.
  • Minimum 5 years of experience performing Business Architecture on large and complex projects.
  • Demonstrated experience successfully completing Business and Information Architectures at the enterprise and/or core business level.
  • Experience working within government or large, complex organizations.
  • Demonstrated experience contributing to major organizational or government transformation programs through Business Architecture practices.
  • Experience working across multiple projects and portfolios.
  • Experience leading project teams through enterprise architecture engagement processes.

2. Ontario Government EA / GO-ITS – MUST HAVE

Candidates must have experience developing Business Architectures using Ontario Government Enterprise Architecture methodologies and GO-ITS.

This is a critical requirement.

The candidate should demonstrate practical experience applying Ontario Public Service (OPS) Enterprise Architecture standards, methodologies, and GO-ITS in the development of Business Architecture deliverables.

3. Business Architecture Documentation (BAD) – MUST HAVE

Candidates must have experience developing Program Area Business Architecture and corresponding Business Architecture Documentation (BAD) according to:

  • Ontario Public Service standards
  • Ontario Government Enterprise Architecture methodologies
  • GO-ITS
  • Industry best practices

The candidate should be able to demonstrate hands-on experience creating, maintaining, and presenting formal Business Architecture deliverables.

4. BAD / SRD / IAD Vertical Integration – MUST HAVE

Candidates must have experience creating alignment between:

  • Business Architecture Document (BAD)
  • Solution Requirements Document (SRD)
  • Information Architecture Document (IAD)

The candidate must understand and demonstrate vertical integration across these architecture and requirements artifacts in accordance with OPS standards and industry best practices.

Recruiter screening note: Candidates who cannot demonstrate direct experience with BAD, SRD, IAD alignment and vertical integration under OPS/GO-ITS standards should not be submitted.

Enterprise Architecture & Business Architecture Experience

Candidates should demonstrate strong experience in:

  • Experience with the OPS Enterprise Architecture governance process.
  • Experience with Architecture Governance Point 1 (AGP1).
  • Familiarity with Ontario Government EA governance checkpoints and approval processes.

  • Experience providing architecture advice and support during procurement of services or solutions.
  • Ability to advise procurement teams on appropriate architecture documentation and evaluation considerations.

Project / Team Environment

The successful Business Architect will work as part of a multidisciplinary project team consisting of:

The team will work through the Architecture Governance Process (AGP) engagements with the LRC Enterprise Architecture team and the Corporate Enterprise Architecture Review Board.
