MetrolinxsGO Expansion programis deliveringmore GOserviceacross the network including the capacity to deliver two-wayserviceevery 15 minutes or better on core routes. Work is already underway on new track stationrenovationsand infrastructure upgrades on parts of the Lakeshore StouffvilleKitchenerand Barrie lines. The investment will generate thousands of new jobs and economic opportunities across the region. TheONxpressCivil Joint Venture iscomprisedof Aecon Infrastructure Management Inc. and FCC Canada Ltd. This multidisciplinary team leads the delivery of civil and track worksleveragingglobalexpertiseto introduce innovative solutions across the GO Transit network.

What Youll Do:

  • Leads the implementation of operational safety standards policies and procedures to ensure regulatory compliance (e.g. OHSA Transport Canada TSSA).

  • Oversees operational safety inspections audits and investigations toidentifyrisks and ensure corrective action.

  • Manages safety performance indicators and develops action plans to achieve continuous improvement.

  • Coordinates incident response and root cause investigations ensuring lessons learned are embedded into operations.

  • Supports design and operational readiness reviews for new projects and service changes with a safety focus.

  • Applies risk management principles and disciplines in the assessment of operational safety activities.

  • Manage Recommends changes to methods equipment and materials to improve the margin of safety.

  • Analyze information gathered and compare findings with safety legislation requirements standards and best practice todeterminethe best way to advise and influence responsible parties to improve occupational health and safety.

  • Collaborates with internal departments contractors and external regulators tomaintaincompliance and alignment on safety initiatives.

  • Provides subject matterexpertiseto capital projects rail services and track operations on safety risk assessments.

  • Develops and delivers safety training programs to enhance awareness and operational competence.

  • Engages stakeholders to strengthen the safety-first culture across all levels of the organization.

  • Monitor changes in business processes information systems management and operations and coordinate with functional staff to ensure mitigation of risks.

  • Identifyand influence organizational stakeholders to adopt best practice in the areas of safety regulation and occupational health and safety monitoring and reporting.

  • Use tools and technology data and judgment to be risk-focused and improve the quality and efficiency of safety regulatory and systemassessmentwork processes.

  • Maintain a suite of reporting tools for monitoringmeasuringand reporting safety.

  • Prepareconsolidatedreporting on a periodic basis on safety culture compliance to relevant standards safety non-compliance measures (KPIs) and other relevant reports suitable for public reporting.

  • Ensure all assessment work is fully documented in line with the Safety Management System best practices andOnxpressinternal auditmethodology.

  • As required representOnxpressto industry stakeholders including Transport Canada Ministry of Transportation Ministry ofLabourand Trade Unions.

  • Ensure that planning and service deliveryobjectivesare delivered on time within budget and thatanticipatedresults are achieved.

  • Provide recommendations to reduce safety and system assurance risks and incidents thereby reducing financial risks associated with fines casualties property and asset damages insurance and related reputational damage.

  • Creates a culture of safety excellence by mentoring and developing team members.

  • Provides leadership to safety professionals and consultants ensuring alignment with corporate safety strategy.

  • Builds a resilient and high-performing safety team with clearaccountabilitiesand performance standards.

  • Other duties as assigned

What You Bring:

  • Minimumfive(5) years in a leadership position preferable in the industrial switching and/or rail environment

  • Five(5) years ofexperience working with Safety Management Systems in an industrial environment

  • One (1) year experience developing and managing capital andoperatingbudgets

  • Must be Locomotive Operator experienced

  • Experience working with commuter / passenger railway agencies an asset

  • Mainline railway operations background in safetytrainingand leadership

  • Communicates effectively both orally and in writing with people of all backgrounds levels of comprehension including managers employees customers and the public

  • Demonstrates initiative to work with others to foster a respectful workplace; creates a work environment that is open tomaintainingpositive relationships

  • Considerable knowledge of modern principles practices and techniques in motivating employees and building successful working teams

  • Ability to measure and report financial metrics and align with department budgets

  • General understanding of the principles of efficient service delivery

  • Understands effective cost monitoring control reporting and bottom-line profitability and accountability

  • Demonstrates innovation and responsibility in the decision-making process

  • Ability to implement best practices in skill development training and service delivery which will be sustainable

  • Ability to exercise discretion and good judgement in providing information to internal or external customers in a courteous and tactful mannerregardingsensitive or confidential issues

  • Ability to handle a diverse range of responsibilities in an entrepreneurial environment

  • Proficient in a Microsoft Word Excel and Outlook with the skill to adapt easily to other software systems

  • Ability to perform industrial switching as a ground person and/or locomotive operator asrequired

  • Ability to obtain andmaintainrequired qualifications and Safety Critical Medical clearances including passing Customer and Cando drug and alcohol screening including pre-employment post incident and reasonable grounds testing

  • Ability to pass a criminal background check

  • Proficient mastery of both oral and written communications in English

  • Experience in managing for efficiency and effectiveness to bring about change in a fast-paced environment

  • Must be able to hold andmaintainan Ontario class G drivers license or equivalent

Expected compensation for this role is between$00annually. Base salaries aredeterminedaccording to multiple factors including skillsexperienceand potential impact on the role.
