About the Role
Reporting to the Senior Director of National Technical Services, the Regional Technical Services Manager plays a critical role in elevating the performance, safety, and reliability of BGO’s property portfolio. The primary function of the Regional Technical Services lead is to provide technical expertise and advanced compliance in building operations integrity, environmental health & safety, regulatory compliance, risk management, and operational excellence, by promoting proactive maintenance, innovative technologies and data-driven performance management. Partnering closely with Asset Management, Property Management, Sustainability, and Construction Services, to protect and enhance asset value, ensuring regulatory compliance, and manage technical and environmental risk across the portfolio. This role ensures that all BGO properties operate consistently at or above market standards as defined by the Building Owners and Managers Association (BOMA) and Rental Housing Canada (RHC), and in accordance with national regulatory requirements.

Core Responsibilities
Strategic Leadership & Value Creation
Serve as the regional subject matter expert for building operations, environmental compliance, fire life safety, and technical risk management.
Transition operations from reactive to proactive through predictive maintenance, digital platforms, and continuous improvement methodologies.
Support strategic planning and technical leadership supporting asset value optimization, lifecycle planning and capital strategy performance.
National Building Compliance & Best Practices
Implement national programs to ensure compliance with federal, provincial, and local regulations, as well as internal policies.
Standardize environmental, safety, and operational best practices across all assets.
Conduct building audits and assessments to ensure adherence and identify improvement opportunities.
Oversight of environmental programs including asbestos management, hazardous materials control, Phase I / II environmental studies, and occupational health & safety.
Apply environmental policies to reduce risk exposure and ensure regulatory compliance.
Advise on environmental incidents and corrective actions.
Fire Life Safety & Emergency Preparedness (FOREVERREADY)
Coordinate rollout of Emergency Response Plans (ERP) and Emergency Management Plans (EMP) in partnership with Operational Excellence.
Support property teams during emergencies such as floods, fires, severe weather, and civil unrest.
Ensure alignment with corporate communication protocols during incidents.
Provide 24 / 7 technical support for escalated emergencies.
Lead fire safety programs, including drills, warden / tenant training, and tabletop exercises.
Act as a regional subject matter expert for the Visitt digital maintenance and inspection platform.
Support predictive maintenance, equipment reliability, and tenant service enhancements.
Use platform insights to drive preventive maintenance strategies and capital planning.
Training & Certification Program | Building a “Future-Ready” Workforce
Deliver and oversee regional technical training, certification pathways, and skills development, aligned with the national platform.
Lead certification programs in :
Building operations and maintenance (TPM)
Building Automation Systems (BAS)
Technology and digital process training
Governance, regulatory compliance, and HSE
Energy management, decarbonization, and net-zero-oriented practices
Smart building analytics and data-driven maintenance
Risk management and business continuity
Build a fully certified, industry-leading maintenance operations workforce.
Building Systems & Asset Performance
Oversee the condition, performance, and lifecycle planning or major building systems including HVAC, electrical, life safety, building envelope and vertical transportation.
Review and validate building condition assessment, engineering reports and technical studies.
CAPEX Project Management
Ensure successful initiation, planning, design, and tender of building operations capital projects —work with the construction team on project management.
Work with the PM group in sourcing, negotiating, and hiring all consultants and contractors for projects.
Develop strategies to reduce fixed costs, comply with NetZero requirements, and ensure best practices in procurement to maximize capital value.
Assist with performing life cycle budgeting.
Liaise with regulatory or civic authorities, where necessary.
Review drawings and tenant improvement construction management, where required.
Adhere to BGO policies and procedures related to capital and project management.
Planning, tendering, and execution of building infrastructure and system upgrades.
Ensure capital projects support operational integrity, energy efficiency, and safety standards.
Provide expertise to property management teams for technical project decisions.
Communication & Engagement Strategy
Lead a structured regional communication plan to support consistency, awareness, and adoption of national programs.
Execute communication channels including :
Regular webinars and update sessions
Lunch & Learn and in-person seminars
Tactical communications related to audits, programs, and safety initiatives
Operator conferences to drive alignment and professional development
Define team roles and accountabilities to ensure message clarity and execution.
Maintain feedback loops through building audits and stakeholder engagement to ensure continual improvement.
Qualifications
10+ years of technical operations experience in building operations, building systems, facilities management, or engineering.
Strong understanding of building mechanical, electrical, BAS, fire life safety, and environmental systems.
Demonstrated experience managing regulatory compliance and risk management programs.
Proven leadership in regional or multi-site operational environments.
Experience with PropTech, smart building systems, and data-driven performance tools.
Strong project management, emergency response, and communication skills.
Certifications such as BOMI (RPA, SMA), IFMA, CRSP, CET, or equivalent are assets.

The Expected Base Pay Range : $88,600.00 - $98,600.00. The Base Pay range is for the primary location for which the job is posted.
