Job Description
POSITION PURPOSE SUMMARY : The role provides a higher-level leadership by directing and coordinating all business and program matters for Social Services facility(ies) or programming.
Accountabilities
The incumbent may perform all, some, or similar range of duties.
Social Services Programming Management
Gives oversight to all Social Services ministries programs, ensuring ministry objectives are consistently accomplished and that a spiritual focus is applied to all program initiatives.
Oversees program(s) goals, outcomes, and overall effectiveness at regularly appointed intervals and revise program plans as necessary. Ensure a consistent standard of care across programs.
Participates with DHQ / THQ consultants in the strategic planning for the facility / department / program(s) / ministry unit(s) securing necessary approvals from DHQ / THQ.
Determines how client care is delivered, anticipates new services / programs, and strives for continuous improvement in programs and client relationships.
Participates and represents TSA at community tables to develop and maintain strategic client planning and to ensure funding obligations are met.
Ensures organization remains continually progressive with adapting new technologies / innovations.
Ensures a spiritual dynamic to all Social Services programming.
May be directly responsible for chaplaincy service.
Develops and recommends new services through the strategic planning process. This will be done in response to changing community / client social service needs in collaboration with the senior leaders and management team and informed by community consultation and input.
Prepares qualitative and quantitative operational reports as requested; develop quality assurance standards and measurements.
Develops, recommends, implements, and enforces policies and procedures for Social Services programs in consultation with senior management team and / or frontline supervisors.
Ensure coordination of annual fundraising efforts (Red Shield Appeal, Christmas Kettle Campaign, Thrift Store, etc.).
Provides visibility for The Salvation Army within the community through service club participation, media relations, public relations, etc.
Monitors and ensures consistency in case management systems and practices.
Establishes and maintains a Community Council, recruiting members, setting agendas, taking minutes, and following up on actions arising from meetings.
May provide direct client care and / or intake services as needed.
Initiates, maintains, and promotes positive working relationships / partnerships and communications funder / s; works with DHQ / THQ to identify and pursue opportunities to enhance program delivery by seeking new government funding sources with funders and community stakeholders; works DHQ to re-negotiate contracts with government Directs and oversees the annual budgeting process for the facility / department / program(s) / ministry unit(s).
Within the ministry unit, analyses statistical and financial reports for the purpose of strategic planning and reports to DHQ / THQ.
Facilitates implementation of Territorial standards and best practices reflecting the economic, service, and business environment in compliance with The Salvation Army.
Ensures all property is inspected and maintained in compliance with applicable legislation; works with the DSBA to prepare all property proposals for presentation to the appropriate boards.
Oversees or directly manages effective employee / labour relations practices in consultation with the THQ / DHQ HR.
Where applicable, participates in union negotiations as the senior local manager.
Serves actively as a member of the management team and oversees the management team function and meeting schedules.
Develops strategies and recommendations for staff and volunteer development, handles recruitment, orientation, performance management and terminations.
Team Management
Conduct Performance Review and Evaluation annually using PEAC process.
Assist with staff training in accordance with facility policy, as requested.
Document supervision meetings with case workers or other team members ensuring they are accurate and up to date.
Schedules staff in accordance with staffing model and contractual requirements; on-call responsibilities for staffing and emergencies; deals with complaints / grievances within a unionized environment.
Supervise the student placement when placed within the shelter and assist with the development of student plans with the Director; ensuring the criteria of the educational program is met.
Monitor and notify the Director of staff training needs in accordance to policies.
Communicate continually and effectively with team members and is an active and cooperative team member.
Participate in in-house training and in ongoing development of relevant skills / knowledge.
Hire, orientate, train, evaluate, reward, discipline and terminate in consultation with the Executive Director and in compliance with Divisional and Territorial standards.
Schedule staff in accordance with residential standards. Prepare, post, and maintain all departmental staff work schedules for those supervised.
Organizes and oversees all areas of team development including staff training, team meetings, and staff appreciation.
Ensure that employee files are up to date and stored in a secure area.
Responsible for completion and update of employee position descriptions and job duties for those supervised in consultation with the Executive Director or Human Relations.
Conduct regular supervision with staff; ensure that performance reviews are completed, in a timely manner, for all staff.
Ensure that all staff complete any mandatory training or certifications as required; identify any training needs and report to the supervisor.
Monitor staff safety practices in compliance with health and safety standards, and prepare, submit and act on incident reports; provide calming intervention as required ensuring the safety of everyone.
Monitor compliance with health and safety legislation, provide advice, make recommendations and improvements, and assist with the development of company policies / guidelines / handbooks as it relates to health and safety.
Ensure that the measures and procedures prescribed by TSA and provincial / federal legislation are carried out in the workplace and that every reasonable precaution is taken for the protection of the worker and workplace.
Responsible to work in compliance with the Provincial Health & Safety Acts and Regulations.
Ensure that proper procedures are followed in the event of a workplace injury or illness, conducting incident investigations when required.
Health and Safety
Promote and adhere to TSA’s Health and Safety Program and provincial / federal legislation including all policies and procedures.
Ensure compliance with the Occupational Health and Safety Act.
Liaise with members of the Management Team regarding health and safety issues.
Ensure staff and / or participant information sessions / meetings occur as needed and are documented (i.e., training / workshops, staff meetings, Ministry of Labour visits).
Ensure the equipment, materials and protective devices provided are used as prescribed.
Ensure the work environment is safe, clean and attractive for employees, residents / participants, students, volunteers and visitors.
Other Duties
Ensure all contact with donors, staff, volunteers, and the general public are courteous and professional.
Network and refer to The Salvation Army, government, and community social service providers to coordinate resources for the benefit of guests and programs when necessary.
Adhere to standards consistent with the values and philosophy of The Salvation Army.
Practice The Salvation Army professional code of ethics and communicates and cooperates with all co-workers, partners, and clients in a respectful, open, and honest manner, maintaining confidentiality at all times.
Performs other work-related duties as assigned.
Critical Relationship Management
Internal : Corps Officers, MU leadership and team members, DHQ / THQ, staff members, volunteers.
External : Community partners and agencies, Police, Ministry of Social Services, Provincial Court, clients and their families, funders and donors, etc.
Managerial / Technical Responsibilities
Reports directly to the Executive Director.
Direct reports : Front-line manager and professionals (up to 20 employees), delegating and overseeing through program staff and is accountable for hiring, training, and performance management.
Financial and Material Management
Minor material responsibilities (access to confidential and private information).
The incumbent prepares annual budges or revenue projections for the department / facility and / or program(s).
Monitors departmental expenditures.
May liaise with auditors or funding officials when required.
Provides input into new policies and procedures pertaining to the management of financial resources.

Working Conditions
Work is generally in an office setting with generally comfortable conditions.
This position may involve standing, walking, reaching, kneeling, stooping, bending, and prolonged sitting in the performance of daily activities and requires grasping, repetitive hand movement, and fine coordination in using a computer keyboard and picking up supplies.
Work may need to lift, drag, and push files, paper, and documents to an average of 20 pounds from time to time.
Work may require some outdoors time during site visits and will have exposure to dust and allergens, unpleasant odors, insects, working on uneven surfaces, use of protective gloves, and interfacing with all facets of the community including those with behavioral health diagnosis including mental illness and substance abuse.
Work may require some travel to different sites and locations. May involve stressful situations, including dealing with erratic and sometimes antagonistic behavior.
Dress in a manner that is professional and presentable with respect to the employment position.

Education and Experience Requirements
Willingness to develop an understanding and support for the mission and purpose of The Salvation Army in Canada and its implications as related to position responsibilities.
Work in compliance with OH&S Act and Regulations and abide by The Salvation Army’s health and safety policies and procedures.
Ability to provide an original copy of a Background Check that is satisfactory to The Salvation Army, in its sole discretion, is required, including Child Check (if appropriate).
Alternative combination of education and experience may be considered.
Education, Qualifications and Certifications
Completion of a Bachelor’s Degree in a related field.
Emergency First Aid & CPR, Non-Violence Certificate, and Mental Health First Aid Certificate or willingness to complete once hired.
Other certification required by The Salvation Army and federal / provincial legislation or willingness to complete once hired.
A different combination of education and experience might be considered.
Experience and Knowledge
five years of recent progressive related experience including managerial experience in an applicable social service field.
Highly proficient in Microsoft 365 computer programs.

Compensation
The target hiring range for this position is $76,120.88 to $95,151.09 with a maximum of $114,181.31.
Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
