Development Manager - Full Time

Position Description : As theDevelopment Manager (DM II), you are responsible for managing the internal and external teams to align all project elements from inception of the project through site plan approval. This includes overseeing the full process related to the due diligence, business plan development, recommendation to purchase, concept design, zoning, and site plan phase of a project.
The Development Manager II is expected to handle the day-to-day management of 3-4 projects in full Development Phase of the project and 1-2 projects in feasibility or due diligence phase.

Hours of Work / Location :
40 hours per week, primarily weekdays Monday to Friday, 9am-5pm. Schedule may vary based on project needs & seasonal responsibilities. Base of work is at the Flourish office at : 1907 King Street East, Hamilton. May work one day a week outside of the workplace (in a home office or otherwise). The workplace includes work office, project sites, stakeholder meetings, conferences, or other such locations. Phone allowance provided.
WHAT YOU WILL BE DOING :
Project Management
- Provide leadership in achieving successful development projects through defining and monitoring the project objectives, scope, schedule, and budget as key performance indicators throughout the phases of the project, and coordinate adjustments as required
- Create a detailed work plan and schedule that identifies and sequences project activities, and allocates resources needed to successfully complete the project
- Oversee the team, including outside consultants required to achieve affordable housing development projects
- Establish the project budget (capital and operating) in collaboration with the Client, advising on financial needs and potential sources of funding for the project, including coordinating funding applications, reviewing contribution agreements and construction estimates
- Monitor all work, financials, and contingencies throughout a project
Project Feasibility
Work with the Development Manager III and others as required to obtain information and make deliberations on potential properties and their viability for development as affordable housing projectsassist in preparing initial concept and cost analyses for potential purchases, towards recommendation to the ClientProcurement
Retain consultants on behalf of Client or Flourish, who are needed to meet project requirements, including preparation of scopes of workAdministering Request for Proposal processes through term setting, circulation, evaluation, and recommendation phasesSupervise and approve all contracts and purchase orders related to project deliverables, including monitoring quality of deliverablesEnsure records suitable for reporting on contracts are maintained for client and funder referenceStakeholder Coordination
Manage project stakeholders to ensure project successCoordinate and contribute to project team meetings as requiredPartnership Development
Identify potential partners appropriate to the Client’s projectsPrepare and coordinate Memoranda of Understanding (MOUs) as necessary.Manage partner relationships as required.Project Pre-development
Assist with and lead community engagement, project concept ideation, business plan projections, and other pre-development activities during the feasibility assessment phase, enabling Client or Flourish to respond to Requests for Expression of Interest or other opportunitiesCommunicating and Reporting
Coordinate the preparation and writing of professional documents, including feasibility reports, business cases, funding proposals, financing applications, project charters, and project progress reports, tailored to the specific projectProvide regular communication by email and other digital means, in-person meetings, phone calls, etc.Supervise the management of files to ensure all project information is appropriately documented and secureProvide presentations to the Client’s teams, including Board of Directors as requiredMaintain professional relationships with all consultants, municipal and other government officials, funders, and all participants in the development processMentorship and Training
Assist the Senior Development Manage with the mentorship and training of Project Coordinators and Development Manger I staffWHAT YOU WILL BE BRING :
Completion of a four-year technical degreeTwo years of related work experience in the development fieldA commitment to upholding and modeling Flourish's mission, values and other operating standards and policies, reflecting them in all interactions and decisionsIndustry experience and formal training combined with demonstrated performance and ability may substitute for stipulated academic requirementsExperience in the fields of architecture, construction, real estate development, or planning approvals is considered an assetUnderstanding of legal and planning frameworks within Ontario as well as socio-political awareness of Provincial, Regional, and local planning issuesMembership in OPPI / CIP as candidate or Registered Professional Planner (RPP) is considered an assetExcellent organizational skills in leading projects, prioritizing and meeting deadlinesAdvanced written and verbal communication in EnglishSelf-motivation and willingness to work co-operatively with senior staff and colleaguesProficient computer skills with working knowledge of MS Office & MS Project, Bluebeam, and other software as requiredA valid driver license, access to a vehicle, and ability to attend to development sites is requiredWe want you to thrive :
