Job Title: Health & Safety Manager

Job Description

The Health & Safety Manager leads and continuously improves the occupational health and safety program for field and operations teams working in active road and construction environments across the Lower Mainland. This is a hands-on role that supports Traffic Control Persons, Lane Closure Technicians, supervisors, and operations staff by promoting a strong safety culture, conducting field inspections, managing incident investigations, maintaining safety documentation, supporting employee training, and helping ensure all activities meet applicable WorkSafeBC requirements and internal safety standards.

Responsibilities

  • Lead, administer, and continuously improve the occupational health and safety program across field and operations teams.
  • Conduct regular field inspections, observations, and safety audits at active traffic control and construction sites.
  • Identify workplace hazards and collaborate with operations and field leadership to implement effective corrective actions.
  • Investigate workplace incidents, injuries, near misses, property damage, and other safety-related events.
  • Prepare thorough investigation reports, identify root causes, and track corrective actions through to completion.
  • Support the development and maintenance of hazard assessments, safe work procedures, job-specific safety plans, and emergency procedures.
  • Monitor safety practices related to traffic control setups, mobile equipment, vehicles, personal protective equipment (PPE), work around moving traffic, and other field hazards.
  • Deliver and coordinate safety orientations, toolbox talks, training sessions, and refresher programs for employees and supervisors.
  • Maintain accurate records for training, certifications, inspections, incidents, corrective actions, and safety meetings.
  • Coach supervisors and employees on safe work practices and reinforce accountability for safety performance in the field.
  • Participate in Joint Health & Safety Committee activities and respond to and support employee safety concerns.
  • Review safety data and trends and recommend proactive measures to reduce workplace incidents and injuries.
  • Coordinate return-to-work and injury-management activities when required.
  • Support client safety requirements and participate in client or project safety meetings as needed.
  • Work closely with operations management to ensure safety expectations are practical, clearly communicated, and consistently followed.
  • Continuously improve safety policies, procedures, training materials, and reporting processes to enhance overall safety performance.

Essential Skills

  • Previous experience in an occupational health and safety role in a field-based industry such as traffic control, road construction, civil construction, utilities, or transportation.
  • Strong understanding of workplace hazard identification, incident investigation, inspections, and corrective-action management.
  • Knowledge of applicable British Columbia occupational health and safety requirements and WorkSafeBC regulations.
  • Experience conducting field-level safety inspections and coaching employees on safe work practices.
  • Strong communication skills with the ability to work effectively with field employees, supervisors, managers, clients, and external stakeholders.
  • Excellent organizational and documentation skills to manage records, reports, and safety-related documentation.
  • Comfort working in the field and travelling between multiple job sites on a regular basis.
  • Valid drivers license.

Additional Skills & Qualifications

  • Background in safety within traffic control, construction, environmental safety, or related field-based operations.
  • Experience supporting or managing a comprehensive safety program in a dynamic, outdoor work environment.
  • Ability to interpret and apply safety regulations and company standards to diverse work scenarios.
  • Skill in delivering engaging safety training, orientations, and toolbox talks to varied audiences.
  • Capability to build trust and influence behavior through coaching and positive reinforcement.
  • Strong analytical skills to review safety trends and recommend proactive improvements.

Why Work Here?

Employees join a team that places safety at the core of its operations and values collaboration between field staff and leadership. The organization supports continuous improvement, encourages proactive ideas to enhance safety performance, and offers the opportunity to make a meaningful impact on the well-being of colleagues working in challenging environments. Team members benefit from a culture that respects open communication, supports professional growth through training and development, and recognizes the importance of work conducted in the field across the Lower Mainland.
