Job Title : 29954 -RFR-DTS-023– OCM Lead Office Location : Onsite & Remote #Business Days : Up to 24 Month Duration : The duration of the engagement may be for up to a 24-month term.
Due to the nature of projects, there may be exceptional circumstances where the total term may be extended beyond 24 months.
The 24-month term is anticipated to start with a 6-month initial term followed by up to 18-month renewal(s).
Description SERVICES AND DELIVERABLES All Services will be performed on-site with primary location at 215 Garry Street, Winnipeg, in the province of Manitoba, regardless of the location of residence of the Proponent’s resource.
The service location of the resource may change as a part of STATEMENT OF WORK between Proponent and Manitoba.
Manitoba at its sole discretion may provide an option to work remotely.
The remote working rate is the rate at which the proponent’s resource will work primarily remotely and called onsite if needed at Manitoba’s sole discretion.
The onsite rate is the rate at which proponent’s resource will work primarily onsite as per the location defined in STATEMENT OF WORK and may work remotely if needed with prior written permission from Manitoba at its sole discretion.
The Proponent shall provide discounted remote working rate along with onsite rate for their resources in the submission.
The average of both working rate will be used for final price per point of the proposed resource. Standard working hours for the resource will be in accordance with Manitoba usual working hours of 8.30 am to 4.30 pm CST (7.25 hours per day), Monday to Friday.
Manitoba offices are closed on all Manitoba statutory holidays, and these days will be unpaid.
Manitoba at its sole discretion may decide that at certain times extended working hours are needed to meet project deadlines.
But extended working hours are to cover exceptional circumstances and may not be available during the entire duration of the engagement with the proponent’s resource. Overtime work cannot be used and billed unless approved by Manitoba with an advanced written approval. Role Description The OCM Lead will work with multiple stakeholders, including technical and subject matter experts, project teams, and when necessary, senior government staff to obtain an in-depth understanding of a products, services and associated change impact requirements.
The OCM Lead will utilize the standard PROSCI, or similar, methodology and their experience to identify, plan, prepare, implement and sustain changes including : Participate in data gathering and process workshops and provide inputs for developing the Target Operating Model; Review System Integrator recommendations with management team, obtain buy-in and provide approvals; Participate in determining Program team training requirements for implementation efforts; Develop and deliver a communication strategy to ensure stakeholder involvement and participation; Develop and analyze Financial and Risk measures for all projects.
Deliver a Project dashboard; Participate in developing an end user training strategy; Develop and deliver end user 'Train the Trainer' training; Guide the all-project team in the use of project methodologies, Deliverable templates and tools; Deliver Change Management approach including stakeholder management and communication SKILL REQUIREMENTS / QUALIFICATIONS A clean criminal record check status will be required at the proponent’s expense prior to the successful Service Provider Resource(s) arriving onsite or working remotely.
Maintaining a clean status is required throughout the Proponents contract. An enhanced background check, completed by Manitoba may be required on certain projects due to the confidentiality of the materials shared to the Proponent.
If the proponent fails, they must rectify on their own cost and time. The following are minimum qualifications and / or experience for the delivery of the Services.
The Resource must have the following minimum qualifications or experience : PROSCI Change Management Certification, or ACMP certification Bachelor’s Degree (Journalism or English Literature); or diploma / degree in Creative Communications / Marketing / Public Relations, Business Minimum Five (5) years of experience in change management leadership role and in internal and external communications, public relations, journalism or related role Experience creating impact assessments, building change networks, conducting ADKAR assessments, measuring change readiness, and building and executing associated plans Strong Knowledge of change management principles, methodologies, and best practices Superior writing, editing and proof-reading skills for a variety of mediums i.e., scripts, web, articles, advertising, surveys, etc.
Proficiency in creating change management plans, communication strategies, and stakeholders' engagement plans Demonstrated experience in guiding organizations through significant transitions.
Strong leadership and team management skills Exceptional communication skills, both written and verbal, for effective stakeholder and management and reporting Experience in overseeing the execution of change management plans, ensuring successful adaption of changes by employees Proven ability to assess the impact of changes on business processes and mitigate potential risks. Researching, gathering, organizing, crafting strategic messages for variety of stakeholders Creating, launching and managing communications plans that meet the overall objectives Project experience orchestrating medium to large-scale change management.
Experience working on SAP Projects Ability to manage multiple tasks with competing deadlines, under tight timelines Use of Microsoft Office Suite (Word, Outlook, Excel, PowerPoint, etc.) Excellent business and political acumen Leadership and problem-solving skills Excellent listening, oral, written and presentation skills It is preferred that the Resource has the following qualifications or experience : Preferred experience using Adobe Creative Cloud software including InDesign, Photoshop, Premier Pro, Illustrator Powered by JazzHR
