Natural Resource Management Specialist

Location : Parks East Area (1558 – 200th Street, Langley)

Salary Range / Wage Rate : PG T28 $3,634.43 - $4,294.18 bi-weekly

Our Regional Parks Department is seeking a Natural Resource Management Specialist who will :

  • Lead the scoping, planning and implementation of parks projects related to natural resource management initiatives such as restoration plans, invasive species management, research projects, natural asset management plans, and stewardship projects.
  • Contribute to design and development of regional parks by advising on environmental regulation and best practice, reviewing or completing environmental impact assessments, construction environmental management plans, permitting and monitoring requirements.
  • Provide natural resource management expertise on a wide range of corporate and Regional Parks processes and projects, including communications, strategic planning, operations and compliance, park management planning, land acquisition, external development proposals, etc.
  • Develop system-wide integrated policies, strategies, guidelines and best management practices to manage environmental issues in regional parks.
  • Evaluate and draw conclusions from scientific and other data sources. Provide advice on alternative solutions while meeting environmental requirements.
  • Supervise technical and seasonal staff.

You :

  • Are a registered professional biologist with at least 5 years of experience working as an applied biologist with a focus on integrated natural resource management including experience in ecological restoration.
  • Understand laws, regulations, relevant policies, standards of practice and areas of competency.
  • Have a general understanding ecosystem classifications such as terrestrial ecosystem mapping and sensitive ecosystem inventory, and a working GIS proficiency.
  • Are an excellent collaborator and communicator who can work with a multidisciplinary team from parks operations, development, engineering and planning, as well as First Nations, community groups and external agencies.
  • Are a systems thinker, organized, efficient, strategic, solutions focused with the ability to deal with a wide variety of issues and tight timelines.
  • This role :

  • Leads and / or undertakes major parks projects and research studies related to natural resource management initiatives; defines project specifications and / or consulting service requirements; prepares requests for proposal, evaluates same and recommends consultants.
  • Assembles, analyzes and interprets data related to various parks natural resource management issues; participates in the prioritization of issues and development of related strategies; prepares reports, plans, briefings, recommendations and best practices and related policy proposals for review by a superior.
  • Develops parks natural resource management research studies including field data collection, plans projects and analytical models; assesses information needs; recommends priorities, research methodology and implementation strategies and, upon approval, directs and implements same; develops related systems and analytical tools; prepares related budget estimates and monitors study and / or project budgets.
  • Establishes and maintains effective working relationships with staff, consultants, municipal and other levels of government, various authorities, and non-governmental organizations; represents Parks on various committees and task forces; makes presentations to various internal and external groups; provides specialized technical assistance and information and promotes awareness of policies, objectives and programs to various stakeholders, staff and the general public.
  • Directs and / or coordinates the work of consultants and staff engaged in technical and field research projects; monitors consulting services and ensures compliance with specifications and addresses related problems.
  • Performs related work as required.
  • To be successful, you have :

  • University graduation with a degree in biological sciences or a related discipline plus considerable related experience OR an equivalent combination of training and experience.
  • Membership or eligibility for membership in the College of Applied Biology as a Registered Professional Biologist.
  • Considerable knowledge of federal, provincial, and regional, policies, best practices, legislation and regulations related to the work.
  • Considerable knowledge of the principles, practices, methods and techniques of researching, evaluating and analyzing parks natural resource management data related to initiatives and issues under review.
  • Considerable knowledge of the sources of data and current literature, trends, and developments in fields related to the work.
  • Considerable knowledge of the methods, principles and practices of operating computer and peripheral equipment and software applications related to the work.
  • Ability to lead, design and undertake major parks natural resource management research studies and coordinate park environmental mitigation and enhancement projects.
  • Ability to collect, analyze and interpret statistical, technical and narrative parks natural resource management data and to prepare clear and concise studies, reports and correspondence.
  • Ability to develop a customized analytical model to capture and access parks natural resource management data.
  • Ability to communicate effectively orally and in writing and to make presentations.
  • Ability to establish and maintain effective working relationships with a wide variety of internal and external contacts.
  • Ability to direct, and / or coordinate the work of consultants and staff engaged in technical and research projects.
  • Driver’s Licence for the Province of British Columbia.
