Overall Purpose :
Reporting to the System Officer, People and Culture, the Senior Manager, Partner Resources will provide leadership and strategic expertise in establishing the strategy, plans, and initiatives of the Partner Resources Unit.
The position will serve as a strategic partner to the business, providing expert counsel to senior leaders, members of the Partner Resources team, and other People and Culture and organizational stakeholders in the development of effective workforce solutions.
Summary of Duties :
- Support the System Officer in defining the overall Partner Resources strategy, ensuring alignment with People and Culture strategy and organizational goals.
- Identify current and potential human resources (HR) issues and challenges and drive the development of key HR solutions and programs.
Oversee the development of methodologies to update, enhance, and streamline policies, processes, and procedures.
- Provide leadership for the planning, development and implementation of Partner Resources programs, services, and initiatives and manage related projects, incorporating best practices and promoting a culture of continuous improvement and service excellence.
- Lead and manage Partner Resources staff, including recruitment and selection, training and development, coaching and mentoring, and performance evaluation.
- Liaise and collaborate with Communities of Expertise (CoE’s) to support the needs of management staff and to align People and Culture strategies, programs, and initiatives with organizational objectives.
- Provide strategic support and guidance to senior leaders on performance management, workforce planning, succession planning and labor relations, collaborating with CoE’s to address and mitigate issues.
- Support senior leaders in implementing strategic workforce plans, providing insights and strategies using tools from the Talent Management CoE.
- Oversee and advise on succession planning initiatives to ensure a robust pipeline of future leaders.
- Supervise the implementation of performance management programs, offering coaching and support to executives as needed.
- Oversee and mediate complex conflicts within the organization, ensuring timely and effective resolution.
- Provide coaching and consulting to senior leaders on complex people issues, in collaboration with HR leadership and CoE’s.
- Provide guidance on the interpretation of collective agreements, policies, procedures, and employment laws and regulations to maintain compliance.
- Drive knowledge sharing of HR best practices, influence and implement organizational programs and policies, and remain current with regulatory / legislative changes.
- Utilize a wide range of HR data and analytics to identify themes / trends, share knowledge, and recommend areas of improvement and effective HR strategies to meet business needs.
- Provide leadership in fostering equity and inclusiveness in the development and implementation of programs and services.
- Develop, review, and monitor the Unit budget, including expenditure review and authorization, and forecasts.
- Prepare reports for the Executive Officer and other stakeholders, as required.
- Represent the Board and chair or participate in various committees and meetings with People and Culture, CoE representatives, unions, associations, and federations as required.
