Job Description

Status : Permanent, Full-time

Location : Clubhouse, Vancouver, BC

Hours of work : 8am to 4pm - Monday to Friday

Salary Range : $64,359 to $101,785

Job Summary :

Coast’s Clubhouse is a place for individuals to access support through staff and community resources. It is based on the Fountain House model and provides programs and services consistent with the psychosocial rehabilitation approach. Within this model, members work alongside staff in order to build social, vocational life skills and offer and promote pathways to employment. Members are a part of the decision-making process and participate with staff in a structured system known as a work ordered day. Within this shared responsibility, members and staff are responsible for running many of the day-to-day responsibilities of the Clubhouse.

The Position :

Under the direction of the Division Director, this position is responsible for the overall management of day-to-day operations of the Coast’s Clubhouse, Employment and youth and young adult programs. In addition, the successful candidate will be required to work with senior leadership as part of the development and construction of new Clubhouse and head office buildings. During this transition period, working with the staffing team and Director to ensure that the VCH program requirements are being consistently met in a temporary location will be a top priority.

This position leads a team of unionized staff that operate within the Clubhouse. You will establish a positive, healthy and safe work environment for this team, and manage all aspects of the employee lifecycle.

Program leadership includes risk management for the programs including safety aspects as well as financial management of program budgets. In addition, working closely in partnership with Vancouver Coastal Health and other community partners will be an ongoing priority as well as developing program plans in alignment with overall Coast strategies and operational plans.

Responsibilities :

  • Assures the delivery of quality services, including overseeing the day-to-day operations of the range of programs within the Coast Clubhouse, Young Adult and Employment services.
  • Initiates and organizes the annual program planning process for the division and is responsible for the development, implementation, and evaluation of current program areas.
  • Participates in the development of divisional policies and prepares departmental procedures and ensures policies and procedures are implemented accordingly.
  • Directly intervenes, when necessary, in program, personnel or member issues.
  • Develops and articulates program standards to all staff, members and interested parties.
  • Articulates appropriate quality assurance objectives, indicators and measurement processes in current programs, sets appropriate performance thresholds and monitors program performance vis-a-vis those standards.
  • Assures that all government or board reports are produced on a timely basis.
  • You will also be assigned other duties that arise, based on operational needs of the Clubhouse Program.

Community Relations :

  • Maintaining and building relations with community partners is a top priority of the Clubhouse Manager role. Working in collaboration with both external and internal partners will be an ongoing priority of both the Clubhouse and Temporary Employment programs.
  • The Clubhouse is located on the site of a redevelopment project, which will bring new and improved programming facilities, community amenities, and hundreds of units of housing into a first-of-its-kind campus of care. The program will be located at an interim site during construction. As the program will be an integral part of the new campus, building partnerships and promoting Coast’s mission and vision will be an integral component of this role. This program manager will be communicating with relevant professional, government, business, and community agencies and individuals. The incumbent will also develop engagement and outreach strategies for reaching new members and identifying employment opportunities for program participants.
  • Collaboration with the First Nations Health Authority, the BC Association of Aboriginal Friendship Centers (BCAAFC), the Metis Nation of BC, and other Indigenous partners and communities is an integral part of the manager’s community relations responsibilities. Such connections will help to inform the introduction of traditional healing approaches and other Indigenous wellness practices as part of the program’s cultural programming.
  • Financial Management :

  • The Clubhouse Manager works directly with the Director and the Controller in preparing the program’s annual budgets and controls designated expenditures in accordance with the approved budget.
  • Develops financial projections for submission to funding bodies.
  • Monitors financial performance and prepares variance reports to the attention of the Director.
  • Actively supports Coasts Fundraising activities and works in collaboration with Coast Foundation.
  • Assures that all funding agency or board reports are produced on a timely basis.
  • Evaluates and negotiates contracts with external partners as part of Temporary Employment Program.
  • Works closely with external and internal partners in order to create and strengthen employment opportunities for Clubhouse members.
  • Job Qualifications

The ideal candidate has strong knowledge of mental illness and substance use issues and the overarching social structures in which people find themselves needing additional supports to help them in their own personal recovery.

  • Experience working in a strength-based and trauma-informed setting will be required.
  • Current or recent experience working with supported employment programs will be considered an asset.
  • A good understanding of community and social services in the Vancouver area will support your success in this role.
  • Experience and knowledge leading staffing teams and working with members in mental health drop-ins and or Clubhouse models is preferred.
  • We are looking for someone with established leadership skills, and experience working with unionized staff – knowledge and experience with the HEU Collective Agreement would be ideal.
  • Other skills critical to this role include the ability to problem solve, planning and organizational skills, financial management, and strong communication skills.  Communication skills and the ability to build relationships and engage effectively with partners internally and externally are critical to this role.
  • We require a minimum of 5 years’ experience in mental health, with experience in outreach / housing programs working with concurrent disorders, and 5 years of supervisory and administrative experience.
  • A degree from a recognized post-secondary institution would be considered an asset.  Coast will consider an equivalent combination of education, training and experience.
  • You must have a current First Aid / CPR certificate, training in Crisis Management, a Valid B.C. Driver’s License.
  • Successful completion of a Criminal Records Check will be required.
  • The Pay Range is the minimum and maximum annual salary based on full time equivalent hours.

Incumbents are typically hired, transferred or promoted between the minimum and midpoint of the range based on their knowledge, skills, abilities and experience in relation to the role requirements.

The top 10% of the pay range is for the incumbents who are industry experts in the job with the combination of exceptional experience and competencies needed to perform all duties and responsibilities at a superior capability level.
