Department : Engineering Union : Non-Union Position Status : Regular Full-Time Job Code : NU0703 Grade / Class : NU09 Number of Positions : 1 Rate of Pay : $81,422.54 - $98,970.28 Annually Hours of Work per Week : 35 hours Shift Work Required : No Duties and Responsibilities : Reporting to the Supervisor, Right-of-Way, this position is responsible for : Overseeing the implementation and administration of various Right-of-Way programs, including the Private Drain Connection (PDC) Sewer Replacement Program, Culvert Replacement Program, Basement Flooding Subsidy Program, Sanitary Sewer Surcharge, and the new Stormwater Finance Program.

Reviewing, evaluating, and approving submission packages for payment to residents, ensuring all documentation is accurate and complete.

Handling, addressing and resolving complaints and appeals related to the programs, ensuring fair and transparent processes.

Assist the Supervisor in conducting annual reviews of program budgets to ensure funds are allocated appropriately and efficiently, approving with AP stamp ($25,000.00) for bulk upload, invoice and vendor approval as needed.  Reviewing and processing payment certificates for work performed by contractors related to the ROW programs.

Investigating damage claims related to encroachment or permits and ensure compliance with relevant bylaws and standards.

Being involved in staff training and development and stakeholder engagement.

Preparing and researching reports for council, responding to public inquires, and developing digital procedures to improve efficiency.

Attending various meeting and providing functional supervision of municipal staff and contractors.  Providing customer service to city departments, the general public, business owners, contractors, and consultants to address questions and concerns, and provide financial support for Subsidy Programs.

Acting as the primary contact for residents, lawyers, councillors, and Administration regarding any questions, concerns, or issues related to programs.

Managing invoice payments for the entire Right-of-Way Division and processes certificates for Public Works contracts.

Administering By-laws, prescribing all necessary forms, and amending them as deemed necessary by the Supervisor of Right-of-Way Programs.

Handling processes, upgrades, training documents and issues as an Amanda super-user.

Will perform Occupational Health & Safety duties as outlined in the Corporation’s Health and Safety Program.

Will perform other related duties as required.

Qualifications : Must have a Master’s Degree in Business Administration, Finance, Accounting, Engineering or Architecture or Ontario Ministry of Education Equivalency and a minimum of one (1) year of engineering experience;  OR Must have a University Degree in Business Administration, Finance, Accounting, Engineering or Architecture or Ontario Ministry of Education equivalency, and a minimum of one (2) years of engineering experience;  OR Must have a Community College Diploma in Business Administration, Finance, Accounting, Engineering, or Architecture or Ontario Ministry of Education equivalency, and a minimum of four (4) years of engineering experience;  OR Must have an Ontario Secondary School Graduation Diploma plus one (1) year of post secondary school courses in Business, Architecture, Engineering or Ontario Ministry of Education equivalencies and a minimum of six (6) years of engineering experience.

Must have proven written, technical, analytical, interpersonal and communication skills Must be knowledgeable of Federal, Provincial and Municipal statutes and by-laws pertaining to the design and construction of municipal services, such as Local Improvement Act, the Municipal Act, the Construction Act, the Drainage Act, the Environmental Assessment Act and the Endangered Species Act.

Must be knowledgeable of the legal requirements involved in public tendering, land development and undertaking engineering designs.

Must have the ability to travel to off-site locations in a timely and expedient manner as required.

If method of travel is by vehicle, a current valid and lawful Driver's License is required in accordance with the Highway Traffic Act and must provide a driver’s abstract as a condition of employment.

Should have knowledge of the Occupational Health and Safety Act, its regulations and knowledge of the hazards associated with the work.
