About the College of Immigration and Citizenship Consultants (the College)

The College is the authority mandated by the Government of Canada to regulate the practice of Regulated Canadian Immigration Consultants (RCICs) and Regulated International Student Immigration Advisors (RISIAs).

Its role, authority and powers are established in the College of Immigration and Citizenship Consultants Act (Canada). The College sets and enforces the licensing, education and ethical standards of the profession in the public interest.

How will this role support our team?

The incumbent provides research, analysis and policy development expertise to support the College in fulfilling its regulatory mandate.

Responsibilities Include (but are not limited to)

Research and analyze complex organizational, regulatory and legal / policy issues related to regulated professions and legislative trends.

Prepare publications, reports and recommendations to support senior decision makers at the College.

  • Study and interpret environmental trends, stakeholder feedback and regulatory obligations to revise current policies, develop new policies (program, corporate and legislative, including By-laws, regulations) and provide advice.
  • Provide strategic policy support, critical analysis, co-ordinating capabilities and expert advice to the College and Department.
  • Identify potential regulatory issues, participate in joint meetings (Federal / College), committees, working groups or task forces, and provide comments, analysis and contribution for publications.
  • Organize individuals / departments to work effectively to write policy and solve policy and regulatory issues with multiple stakeholders.
  • Collaborate and consult with internal and external stakeholders (department leads, committees, the Board of Directors, federal government) on issues related to policy development and research.
  • Write background papers in support of policy and / or regulation changes.
  • Develop and review new and existing policies, frameworks, and standards. Ensure adherence to standards, policies, and regulatory requirements for the College.
  • Support the College’s government relations activities.
  • Perform, write and present environmental scans.
  • Build and maintain relationships with internal and external stakeholders to manage consultations on policy and regulatory matters.
  • Consult with internal stakeholders on risks, issues, regulatory changes, operational processes, policies, guidelines.

This role will support our team by providing :

  • Knowledge of research methodology and software tools to undertake qualitative and quantitative research analysis.
  • Knowledge of the immigration sector, legislation, regulatory processes and current policies in professional regulation.
  • Analytical, critical thinking and problem-solving skills to provide policy advice and recommendations on complex subjects and issues in a regulatory context.
  • Time management, organizational, problem-solving and decision-making skills to manage and prioritize competing priorities and deadlines.
  • Flexibility to work in a fast-paced changing environment as a collaborative team player who demonstrates initiative.
  • Interpersonal and stakeholder relationship management skills to recognize and resolve competing interests related to ownership of policies.

Required Education and Experience

  • University Degree (Master’s) in public policy, public administration or another related field.
  • 5 to 7 years of research / analysis experience including experience in reading and understanding legislation, regulations and case law.
  • Experience planning, leading, coordinating and / or facilitating multi-staged projects.
  • Experience providing policy advice and recommendations on complex subjects and issues in a regulatory context.
  • Experience developing policies, professional standards, directives and / or guidelines.
  • Experience in understanding and supporting government relations activities.
