PROJECT LEAD BUSINESS OPERATIONS SWM
Responsibilities
Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
Provides work direction to project team members and support staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
Completes advanced research and distills information into a format applicable to senior management.
Authors and reviews briefing notes, staff reports, presentations, speeches and other documents as required, often with tight deadlines and politically sensitive topics.
Manages assigned projects, ensuring effective teamwork, communication and high standards of work quality.
Ensures project benchmarks, deliverables and standards are controlled, maintained and received within the terms of various goods and services agreements.
Provides input, guidance and technical expertise in the development of City initiatives.
Provides input and assists with the development of the Divisional Capital and Operating Budgets, ensuring that expenditures are controlled and maintained within approved budget limitations.
Collects, analyzes, evaluates and interprets information / findings to develop recommendations for improvement to existing Divisional projects, operating procedures, policies and services.
Represents Solid Waste Management Services Infrastructure Development & Asset Management on various committees, working groups and other external events.
Coordinates implements and develops tracking tools for large scale projects in the area of waste management operations.
Prepares purchasing call documents such as Requests for Quotations and Requests for Proposal related to services or goods required.
Conducts site visits, field studies and analyses collected and available data to determine trends and make recommendations regarding environment, energy and efficiency projects
Assists in the design and facilitation of policies, procedures and processes.
Prepares responses, project plans, reports and status updates for senior management.
Provides support to the Solid Waste Management Asset Management function by assisting with the development of procedures, protocols, work practices and tools to support the division's asset management framework and capital planning process.
Execute capital project studies and assessments relating to the state of good repair work at waste management facilities.
Assists with identifying deficiencies in contractor's operations and documents any disagreement in interpretation of the contract.
Assists with addressing day-to-day technical contract issues and problems before they may escalate to the level of contract breach.
Liaises with members of the public, contractors, City divisions, districts and elected officials to address and resolve issues related to asset management plans.
Prepares detailed and timely reports, records, schedules, monthly status reports relating to existing asset management plans using benchmarking measures and project management techniques.
Key Qualifications :
University degree, with preference in Environmental Studies, Urban Planning, Engineering, Public Policy / Administration or other related discipline, or an equivalent combination of education and experience.
Considerable experience in solid waste management, environment, renewable energy, asset management, and / or related fields.
Considerable experience in drafting and presenting reports and recommendations to senior level management.
Experience as a project leader; identifying needs and initiating, coordinating and managing implementation of solutions.
Experience in Project management, managing complex assignments from inception through to implementation with minimal direction while balancing political, community and other stakeholder interests, and resolving conflicts.
Experience utilizing a variety of computerized office systems, including MS Office (e.g., word, excel, access, etc.); preparing data analysis and presentation materials.
Highly developed communication and presentation skills (oral and written) that include excellent report writing, presentation and conflict resolution skills.
Highly developed interpersonal, problem solving, customer service orientation and team skills.
High degree of conceptual ability and capacity to develop creative solutions to refine operating procedures, develop policies and evaluate problems.
Proven track record of building solid internal and external relationships through strong leadership capacity.
Knowledge of City purchasing procedures, By-laws, policies and guidelines.
Knowledge of Ontario Statues, including Occupational Health and Safety Act and Regulations, the Collective Agreements and related Labour legislation.
Must possess and maintain a valid Province of Ontario Class "G" Driver's License.
Knowledge of using Microsoft Access or other database software will be an asset.
