About This Role

Reporting to the Manager Quality, Health, Safety, Environment and Continuous Improvement, for the Canada Region, the Health, Safety and Environment Specialist (HSE) is responsible for the support of the site managers in the Canada Region (except NFTC), in particular those responsible for flight operations and the maintenance of training devices as it relates to the management of health and security of their work and environmental aspects.

For this purpose, this person will support the development and implementation of the site specific HSE Plans for Trenton, Petawawa, Ottawa, Mirabel, Comox, Gagetown, and Greenwood.

He will also be responsible to communicate and train in HSE to also those employees in the local sites. This person will also be called to answer technical questions related to HSE from all the above sites and the other Canada Region Sites

Duties & Responsibilities

Participate and review the analysis, preparation, and execution of the HSE Plans and budgets for each one of the Canada Region Sites.

Act as the specialist and provide technical expertise, training and mentoring, develop / update policies and procedures, and support all the sites on any questions on conformance to company or official regulations on HSE;

and liaise with HSE CAE Global representatives, as required.

Participate in the analysis of the HSE data for risk and hazard identification and risk analysis associated with the different processes, projects, acquisitions, etc.

and assist managers in developing ways to mitigate or avoid adverse risks. This includes risk assessments, method statements and Control of Substances Hazardous to Health (COSHH).

Lead and / or participate in investigations and analysis of incidents / accidents to identify the causes and ensure the application of corrective and preventive measures / programs in an effort to reduce the risk of incidents / accidents and recordable cases.

Conduct audits and inspections related to HSE for the Canada Region sites(except NFTC), raise corrective actions against those situations where there are dangers or non-conformances.

Support the HSE specialist for NFTC to ensure that they maintain their certification of their HSE management system (ISO 14001 & OHSAS 18001).

Develop and Coordinate the HSE targets and objectives and monitor performance indicators for Canada Region (except NFTC).

Input, monitor data integrity, prepare and present statistical data, analysis and reports relating to the HSE System for Canada Region (except NFTC)

Requirements

Preferably - CRSP (Canadian Registered Safety Professional)

Desirable - Certificate in Occupational Health & Safety (COHS)

The ideal candidate will have 5 to 8 years of progressively responsible experience in the field of Health, Safety and Environment with preference to experience in a leadership or advisory capacity.

Bachelor’s degree & Professional accreditation

Knowledge, experience in training in all areas of safety including industrial hygiene, ergonomics, and hazardous material management.

Knowledge of health and safety laws, OHSAS 18001, and regulations.

Knowledge of ISO 14001 and environmental regulations

Strong interpersonal, leadership, influence and persuasion skills.

Excellent communication and writing skills (particularly to do with investigative reports).

Strong typing and computer skills including database, spreadsheets and word processing software packages.

Excellent organizational skills with the abilities to multi-task, work independently, and prioritize.

Excellent problem-solving skills

The following skills would be considered assets :

Knowledge and experience working under Federal legislation and with the Canada Labour Code.

Investigative skills.

A strong understanding of the Job Hazard Analysis process and Quarantine system.

Ability to read, write and speak French.

Familiarity and experience with audit processes and procedures.

Military or Aerospace industry experience.

Knowledge of Canadian Environmental Protection Act, 1999 (CEPA)

Knowledge of Transportation of Dangerous Goods Act, 1992

Knowledge of Hazardous Products Act

Other :

Travel will be required (approximately 50%)
