The Business Services Branch is part of the Research and Corporate Services Division (RCSD) and provides strategic, operational and adjudicative assistance to the ministry as it is responsible for accommodations services, emergency management, digital OMAFRA, freedom of information (FOI), information management, and privacy.

As part of our small supportive FOI / RIM team, you will process Freedom of Information Access requests from the initial application through to notice of the decision and any appeals.

The files offer a variety of interesting agri-food topics, and the ability to learn new aspects of FIPPA with each file.

Note : This position is located at 1 Stone Road W, Guelph, however alternate work arrangements may be available.

What can I expect to do in this role?

As the Freedom of Information & Records Information Management Advisor you will be responsible for :

  • Reviewing, analyzing, and processing complex requests in accordance with the Freedom of Information and Protection of Privacy Act (FIPPA).
  • Interpreting and applying exemptions to Freedom of Information (FOI) requests and recommending responses to decision makers on requests and issues.
  • Providing advice to executive offices on the interpretation and application of FIPPA, regulations, procedures and corporate policy related to access requests as well as related legislation, such as the Archive and Recordkeeping Act, directives and policies.
  • Leading projects and conducting research and analysis to improve policies, procedures and practices related to access, privacy and information management.
  • Leading the development and implementation of ministry FOI and records information management (RIM) best practices, planning, document preparation, approval requirements and business needs to ensure compliance with processes, procedures and practices.
  • Developing and delivering training and awareness programs related to changes to FOI and RIM legislation, directives and policies.
  • Leading and facilitating the ongoing RIM Community of Practice.

How do I qualify?

Technical Knowledge

You have :

The ability to interpret and apply legislation, regulations, policies and precedents (, the Freedom of Information and Protection of Privacy Act;

Information, Privacy Commissioner (IPC) Orders) to requests and issues related to the collection, use, retention, and disclosure of IPC Orders and FOI appeals.

  • Knowledge of records and information management legislation, regulations, principles, guidelines, procedures, and direction from central and other agencies to support compliance and build capacity across the ministry (, Archives and Record Keeping Act, 2006).
  • The ability to acquire knowledge of ministry mandate, programs, policies, initiatives, services, operations, organization and issues to respond to and provide advice regarding access requests and appeals.

Communications & Interpersonal Skills

You can :

  • Develop a variety of written materials (, briefing materials, educational tools, presentations, project status reports).
  • Explain and provide training on ministry and government direction on information management, information access, records information management, privacy and security.
  • Provide advice and make recommendations regarding technical and legislative requirements.
  • Work in a cooperative and consultative manner to build and maintain effective working relationships with staff from across the ministry.
  • Respond to requestors with empathy and compassion.
  • Exercise tact, discretion and sensitivity in providing advice and recommendations related to sensitive and confidential materials.

  • Research, investigate and assess relevance of information, precedents and IPC Orders.
  • Review changes to regulations, legislation and protocols and identify implications and risks.
  • Identify and research contentious issues, potential impacts and recommend response to senior management.
  • Use your political acuity to identify and address FOI disclosure concerns.
  • Make recommendations for policy program legislative or regulatory changes.
  • Manage complex and unique project issues.

Leadership Skills

  • Plan, design, coordinate, implement and evaluate multiple simultaneous projects within established timeframes.
  • Prioritize workload to ensure compliance with legislated timelines and manage a number of issues concurrently.
