Job description

Job Summary:

The Courts Chief Information Officer (CCIO) is responsible for the strategic leadership, governance, and delivery of information management, information technology, and digital services for the Courts. This role ensures that court information systems and technology investments uphold judicial independence, operational efficiency, privacy, and security. The CCIO works closely with the judiciary and court administration to develop and implement secure information management strategies and technology solutions that support access to justice and court operations.

Responsibilities:

  • Oversee court information governance with a focus on judicial IT security, risk management, cybersecurity, privacy, and records retention.
  • Develop and implement information management strategies and policies to ensure secure and efficient handling of court information.
  • Manage projects, change management, and strategic planning related to IT goals set by the judiciary.
  • Represent the judiciary's interests in software, database, and digital tool implementations or updates involving judicial data.
  • Maintain discretion and confidentiality in all judicial information and activities.
  • Collaborate effectively with judiciary members, court administration staff, and internal and external stakeholders.
  • Provide enterprise-level leadership aligning business needs with secure, modern, and sustainable digital solutions.
  • Engage in stakeholder relationships with justice partners, government IT organizations, and participate in inter-jurisdictional technology forums.
  • Communicate complex technical concepts clearly to non-technical audiences.

Required Skills & Certifications:

  • Education or training in computer science, information technology, cybersecurity, or related fields.
  • Minimum of 5 years of experience in IT and information governance, focusing on cybersecurity and records retention.
  • Strong understanding of legal and regulatory requirements related to information management and cybersecurity.
  • Excellent communication, interpersonal, analytical, and problem-solving skills.
  • Experience preparing written opinions, memoranda, and reports for senior executives.
  • Superior understanding of judicial independence principles and strong political acumen.
  • Proficiency with MS Office (Word, Excel, PowerPoint, Visio, Outlook) and online legal research databases.
  • On-site attendance at 215 Garry Street, Winnipeg, Manitoba is mandatory.
  • Ability to provide a clean criminal record check and obtain enhanced security clearance.
  • Willingness to execute a Non-Disclosure Agreement and maintain strict confidentiality.

Preferred Skills & Certifications:

  • Certified Information Systems Security Professional (CISSP) certification.
  • Law degree from an accredited university or college recognized in Manitoba.
  • Familiarity with JUDICLOUD email network and PowerBI.
  • Experience in stakeholder engagement and building effective relationships within the justice sector.

Special Considerations:

  • Must maintain a clean criminal record and security clearance throughout the contract.
  • Must respect and maintain the confidentiality and sensitivity of judicial information.
  • Must acknowledge and uphold the separation of powers and principles of judicial independence.
  • Extended working hours may be required occasionally to meet project deadlines, with prior approval.
  • Strict on-site work requirement at the designated location in Winnipeg, Manitoba.

Scheduling:

  • Standard working hours are 8:30 am to 4:30 pm CST, Monday to Friday (7.25 hours per day).
  • Manitoba statutory holidays are observed and unpaid.
  • Overtime must be pre-approved in writing and is not routinely available.
  • The engagement term is up to 24 months, beginning with a 6-month initial term followed by possible renewals.
