The Edmonton Police Service (EPS) is looking for a Manager, Supply Chain & Warehouse Operations to join the newly created Procurement, Contracts, and Supply Logistics Branch.

Reporting the Director of the Branch, the Manager will serve as a valuable member of the leadership team with a focus on supporting the Branch’s strategies and priorities and creating the conditions for success in the following areas :

  • Create reliable and modern supply chain, including warehousing, inventory control, and materials and equipment handling;
  • Ensure quality assurance, including weapons issuance and inspection, protective equipment conditions and warranty, and asset recovery;
  • Operational support, including logistics expertise, efficiency of supply operations, vendors / suppliers management, and mail and courier services; and
  • Manage an effective operation and ensure excellent customer services to the members of the EPS.

As a member of the Branch’s leadership team, the Manager operates within a collective leadership accountability framework.

The successful candidate must have the skills and attitude to work in a seamless business and customer service model by ensuring alignment and integration of the Branch’s supply chain operations and procurement and contracting services.

This position will also lead and support strategic projects to modernize the Branch’s operations and service delivery.

The Manager is also a people leader, creating conditions to help the professional growth and development of their staff, supporting continuous improvement opportunities, and ensuring adherence to processes and activities required to meet the Branch’s standard of service.

In this role, the Manager’s duties and responsibilities include but not limited to :

  • Develop, implement, monitor, and maintain supply chain management strategies that increase the efficiency and speed of supply operations.
  • Prepare, submit, and monitor expenditure reports on costs and staying within allocated budgets.
  • Ensure business processes and information technology solutions are implemented to optimize supply chain and warehouse functions.
  • Ensure internal controls and loss prevention measures are in place to protect EPS’s inventory assets.
  • Ensure distribution networks and operational logistics are optimized and improvements are identified and executed.
  • Create, facilitate, and maintain a strong relationship with business / operational partners and vendors, including managing all relevant contracts.
  • Provide management and development for warehouse supervisors, forepersons, and staff.
  • Collaborate with internal departments to identify and close any operational gaps, including identification and execution of continuous improvement opportunities.
  • Other related duties as required.

Job Requirements

Bachelor’s degree in business administration, Finance, Social Sciences, Public Administration, Engineering, or a related discipline.

Post Graduate Degree is an asset.

  • A minimum of seven (7) years diversified procurement or supply chain management experience in a centralized procurement environment performing competitive procurement including a minimum of five (5) years or experience in a leadership role within a large and complex organization.
  • Certified Professional Purchaser (CPP) or Certified Public Purchasing Officer (CPPO) or equivalent Certificate.
  • Additional professional designation or leadership certification such as a Certificate in Project Management, Governance Professional Certification, Certified Financial Planner, etc. is highly desirable.
  • Experience in a unionized environment is required.
  • Knowledge and demonstrated experience in :

Warehouse operations and inventory management & controlExperience with enterprise system implementation and managementSupply chain planning and category managementSupplier relationship and dispute management

  • Experience working with ERP systems such as SAP.
  • Strong human resources management skills including recruitment, coaching, performance development and management, and conflict resolution.
  • Ability to analyze complex technical information and make timely decisions.
  • Proven planning and organizational skills to manage competing interests and complex project / initiatives.
  • Demonstrated skills in facilitation of groups with competing interests and priorities.
  • Strong verbal communication and interpersonal skills, with an ability to interact well with a diverse group of executives, colleagues, staff and citizens.
  • Strong written communication and presentation skills, including report writing.

  • As part of your pre-hire screening you will be required to complete an Enhanced Security Clearance. Should you accept employment with the Edmonton Police Service you acknowledge and agree to participate in future Enhanced Security Re-Clearances at scheduled intervals or in any other circumstances, exigent or otherwise, as required by Human Resources Division.

Hours of Work : 36.90 hours per week, Monday - Friday. Hours of work may be subject to the terms and conditions of a variable hours of work program.

Salary Range : 95M, Salary Grade : ML3, $128,892.64- $161,115.33 (Annually
