About the Role :
ATCO is seeking an experienced IT Senior Program Manager to lead the replacement of the Utility’s Customer Information System (CIS) with a modern Customer Cloud Solution (CCS). The ideal candidate will bring a proven track record managing large‑scale implementations of utility or telecommunications billing systems, enterprise resource planning (ERP) platforms, asset management system replacements, or financial systems within organizations serving substantial customer bases.
In this key role, you will lead a major, cross‑department technology transformation project that will significantly influence the organization’s future. You’ll oversee a diverse project team, work closely with business leaders and external vendors, and manage the complexities that come with modernizing critical operational systems.
Success in this role requires the ability to develop clear project charters, build robust work plans, and ensure all technical and business requirements are thoroughly tracked, validated, and delivered. Your leadership will be essential as you facilitate key meetings, provide transparent updates to executives and sponsors, and keep stakeholders aligned on goals, timelines, and outcomes.

What You Get to Do :
- Lead the end‑to‑end replacement of the Customer Information System (CIS) with a modern Customer Cloud Solution (CCS), ensuring alignment with business goals and regulatory requirements
- Oversee large, cross‑functional project teams, including IT, business units, and external vendors, to drive coordinated execution across all workstreams
- Collaborate closely with utility business leaders to understand operational needs, validate requirements, and ensure the solution supports core processes
- Develop and maintain comprehensive project documentation, including project charters, work plans, schedules, risk registers, and status reports
- Ensure all technical and business requirements are captured, tracked, validated, and delivered through structured processes and strong governance
- Facilitate key meetings and workshops, enabling clear decision‑making, issue resolution, and alignment across stakeholders
- Provide transparent, timely updates to executives and sponsors, highlighting progress, risks, dependencies, and mitigation strategies
- Manage vendor relationships, ensuring deliverables, timelines, and quality expectations are met throughout the implementation lifecycle. Manage vendor performance against contractual obligations, ensuring compliance with scope, service levels, and delivery commitments.
- Monitor scope, schedule, and budget using project controls to maintain alignment with approved plans and financial targets
- Ensure project deliverables are on time and within budget, maintaining quality, stakeholder satisfaction, and operational readiness
- Anticipate and proactively address risks and issues, escalating when necessary and driving effective mitigation plans
- Champion change management and communication efforts, supporting user readiness and adoption across the organization
- Foster a culture of accountability, collaboration, and continuous improvement within the program team
What You Bring :
Post‑secondary education in Business Administration, Engineering, Computer Science, or a related fieldProfessional certifications such as PMP, PgMP, ITIL, or BRMPyears of progressive experience delivering multi‑million‑dollar technology programsProven experience working in utility or telecommunications organizations, with exposure to billing, customer information, asset management, or operational systemsDemonstrated ability to coordinate cross‑functional teams across PMO, engineering, operations, and business unitsExperience establishing governance frameworks, delivery standards, and structured project methodologiesSkilled in organizational readiness, change management, and driving adoption of new systems and processesFamiliarity with enterprise systems (financial, asset, CIS, workforce management) and project tools such as Jira or similar is essentialStrong understanding of enterprise technology environments, including cloud platforms and system integrationsExperience working in regulated environments and supporting major technology upgrades (specifically in Alberta markets is an asset)Excellent communication, presentation, negotiation, and conflict‑resolution skillsCollaborative, self‑motivated, and effective at motivating teams and influencing stakeholdersExperience with business operations, billing processes, and project financial management would be an assetWhat We Offer :
