The outcome of having a senior report COGNOS developer assigned to these ministries is to have an individual that can independently develop Analytics components like dashboards with complex data set and different types of reports such as drill through, cross tab, using data loaded inside Justice Data Warehouse (JDW).

As this is a senior role, the resource will develop analytics outputs that will play a key role in both operational and strategic decision making by senior executives, facility directors and the front line staff.

This resource will be working independently and may need to collaborate with other resources as needed to develop outcomes in alignment with the ministry’s priorities and expectations

Background :

The project is to develop Analytics components such as dashboards with complex data set and different types of reports such as Drill through, cross tab, using data loaded inside is part of enterprise Operational Reporting Services (eORS) and acts as a central data repository for Ministries.

Client is developing many strategic and operational reports and dashboards providing business supports for the data analytics and decision making process.

Reports and dashboards will be developed for different program areas across both Ministries. As data custodians, the Business Intelligence and Data Analytics (BIDA) team is responsible to maintain data privacy and data integrity at all times.

This Competition, as well as any resulting agreement(s), may be utilized (but does not include any proprietary ownership of source code) for the broader public sector within the province of Saskatchewan.

This includes, but is not limited to, non-government organizations (NGOS), crown corporations, government agencies, MASH sector, health districts, school boards, and municipal governments (cities and / or towns) (hereinafter the Broader Public Sector Agency or BPSA ).1

THE DELIVERABLES

The resource will support the ministries by creating reports and dashboards utilizing Cognos, database querying techniques, data analysis, data mapping and problem solving with complex data sets.

The various reports will be developed for different program areas across both Ministries.

Key qualities of the resource will be being accountable, a self-starter, taking ownership, and the ability to multi task between multiple priorities each day and help drive the Analytics program to meet Ministries strategic priorities.

Quality deliverables and precision of output components that this role will be developing play a key role in both operational and strategic decision making by senior executives, facility directors and the front line staff.

Duties of the resource will include but not be limited to :

• Create queries and report performance tuning.
• Document complex business processes in a legible manner.
• Validate and ensure accurate data between reports / dashboards and sources such as database and spreadsheets, etc.
• Co-ordinate and communicate with customers, business experts, sponsors and other IT experts.
• Develop quality deliverables and precision output components for both operational and strategic decision makers.
• Develop written user manuals, procedures and lead the knowledge transition to employees prior to December 2021.

The ideal report COGNOS developer will have extensive experience at a senior level in :

• COGNOS report development.
• Database querying techniques, data analysis, data mapping and problem solving with complex data sets using various tools and techniques.
• Query or report performance tuning.
• Data warehouse, report and dashboards development using dimensional and relational databases.
• Documenting complex business processes in a legible manner.
• Data validation and accuracy of data between reports / dashboard and sources such as database, spreadsheets etc.
• Communicating with customers, business experts, sponsors and other IT experts.
• Documenting and capturing any business and technical knowledge for Ministry to own.
• Collaborating with the team and performing knowledge transfer to Ministry resources as directed. This will include documenting the user manuals, and leading the knowledge transition to employees.
