Job description

We are accepting applications for a permanent full-time Occupational Health and Safety Advisor - Engineering Services (Advisor) to join our Human Resources team. The Advisor is responsible for the development and implementation of health and safety programs for the Comox Valley Regional District (CVRD).

We are seeking a collaborative and results-oriented Advisor with a strong passion for workplace health and safety and supporting ill or injured employees to safely remain at or return to work. Working closely with Engineering Services management, employees, union representatives, Human Resources, and external stakeholders, the Advisor supports the resolution of health and safety issues, ensures compliance with applicable legislation and regulations, promotes a positive, healthy, and safe workplace, and contributes to a coordinated and proactive approach to disability management and return-to-work programs.

Reporting to the Occupational Health and Safety Manager, the primary responsibilities of this role include :

  • Promoting a strong safety culture within Engineering Services through effective communication, targeted training, provision of guidance and support to staff and management, and the promotion of best practices;
  • Supporting the development and implementation of innovative occupational health and safety programs, policies, and strategic prevention initiatives, with a primary focus on Engineering Services operations;
  • Implementing health and safety policies, standards, procedures, manuals, and handbooks to support and enhance the CVRD Occupational Health and Safety Program, particularly within Engineering Services;
  • Acting as the disability case manager and administrator for WorkSafeBC claims within Engineering Services, including reviewing claims, analyzing incidents to identify preventative measures, and working collaboratively with Human Resources and departmental leaders on return-to-work and accommodation matters;
  • Providing advice, guidance, and support to managers and employees on the interpretation and application of the Workers’ Compensation Act, Occupational Health and Safety Regulation, Bill C-45, and other applicable legislation;
  • Conducting and supporting emergency response and investigations for safety-related incidents and accidents, and making recommendations for corrective action;
  • In partnership with Engineering Services managers, coordinating health and safety training initiatives, including sourcing external providers, scheduling training, and periodically delivering training to support a strong and inclusive safety culture.

Our ideal candidate is :

  • A safety professional who leads by example and demonstrates a strong commitment to workplace safety and employee well-being;
  • Comfortable providing mentorship, coaching, and frontline guidance at all levels of the organization on safety practices, hazard awareness, and prevention;
  • Experienced in designing, implementing, and maintaining occupational health and safety programs and disability management processes, preferably within a unionized or local government or industrial environment;
  • Educated at the post-secondary level with a diploma or degree related to Occupational Health and Safety or a related field and holding or working toward a recognized professional designation such as Canadian Registered Safety Professional (CRSP) or equivalent.
  • A strong communicator with well-developed presentation, facilitation, and written communication skills;
  • A relationship builder with strong interpersonal, negotiation, and conflict resolution skills;
  • Highly organized with strong analytical skills and a practical, solutions-focused approach to problem-solving;
  • Knowledgeable in Certificate of Recognition (COR) standards and familiar with human resource management practices that support health and safety initiatives;
  • Well-versed in the interpretation and application of WorkSafeBC Occupational Health and Safety Regulations, the Workers’ Compensation Act, BC Human Rights legislation, and applicable labour law accommodation decisions;
  • Able to exercise discretion, tact, diplomacy, and sound judgment when handling sensitive and confidential information;
  • Able to respond calmly and effectively to emergency situations when required;
  • Willing and able to travel regularly between worksites with a valid BC Class 5 driver’s license;
  • Proficient in Microsoft Word, Excel, Outlook, and SharePoint.
  • Occupational First Aid Level 2 or equivalent is preferred. Certification emergency management training is considered an asset.

    This is an exempt position with a current annual salary of $87,079 - $103,406.
