Description

This is an exciting opportunity for an experienced Engagement Project Manager to develop a Corporate Technology and Digital Strategy that aligns with the client’s strategic vision. This role will focus on improving internal business processes, fostering agility, and enhancing the user experience by making customer interactions and transactions more seamless. The Consultant will engage with various stakeholders, including internal resources and the local community, to assess the current technology and digital landscape, identify opportunities for improvement, and create a comprehensive long-term strategy.

Responsibilities

  • Conduct a thorough assessment of the Town's current technology landscape, including systems, processes, and capabilities.
  • Perform a digital maturity assessment to evaluate the Town’s current technology and digital operations.
  • Conduct a SWOT analysis to identify strengths, weaknesses, opportunities, and threats related to current technology operations.
  • Engage with key stakeholders, including town staff, CAO, Department Heads, council, and residents, to gather insights and requirements.
  • Lead a public engagement to understand and identify resident and user needs for the Town’s digital offerings.
  • Perform a comparative analysis of similar Ontario municipalities to identify best practices.
  • Develop a comprehensive 4-year Corporate Technology and Digital Strategy aligned with the Town’s vision and goals.
  • Establish measurable objectives, key performance indicators (KPIs), and timelines for implementation.
  • Provide a detailed implementation plan, including a prioritized work plan, resource requirements, and estimated costs.

Requirements

  • 10+ years of experience leading IT or digital transformation projects.
  • Proven track record in delivering IT strategies, governance models, and implementation roadmaps.
  • Experience managing stakeholder engagement and facilitating meetings with leadership, departments, and the Council.
  • Experience leading cross-functional teams, ensuring project scope, schedule, and risks are effectively managed.
  • Strong knowledge of municipal standards such as OECM and AMCTO practices.
  • Expertise in change management and organizational readiness.
  • Strong communication skills and a track record of driving strategic impact.
  • PMP or equivalent project management certification.
