Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system.

We are looking for four (4) Commercial Directors to join our Capital Projects Group - Rapid Transit team :
- Reporting to the Vice President of Commercial Practice and Market Strategy, the Commercial Director will be focused on developing and implementing supply chain and vendor-related strategies, as well as supporting the development and resolution of commercial approaches practices at a programmatic level across multiple projects.
- Reporting to the Vice President of Project Commercial Development, the Project Commercial Director Hamilton will be primarily based out of our Hamilton office location and responsible for providing guidance and leadership in the development of procurement documents and oversee and develop strategies for contract negotiations and governance.
The director will collaborate with the project team to establish key commercial terms, manage the procurement process through the development phase, and support or lead negotiations to transition into the implementation phase.
- Reporting to the Vice President of Project Commercial Implementation, The Programmatic Commercial Director, Commercial Implementation LRT will oversee three major LRTs in construction and will develop commercial strategies, and support management and implementation of commercial issues.
- Reporting to the Vice President of Project Commercial Implementation, The Programmatic Commercial Director, Commercial Implementation (Tunnels) will focus on three tunnel projects in construction delivered under AFP and traditional delivery models and will develop commercial strategies and support management and implementation of commercial issues.
What will I be doing?
- Direct and lead the Rapid Transit commercial management team throughout the lifecycle of contracts, ensuring effective programmatic / project commercial integration and risk management as well as application of policies, procedures, and best practices.
- Identify emerging commercial hot topics, issues, and risks, report contractual claims, and lead the management and resolution of legal and / or commercial disputes.
- Lead the development and implementation of commercial strategies and management plans to maximize value, while minimizing risk to Metrolinx.
- Communicate strategies to Senior Executives, and monitor and report on performance to optimize value and support continuous improvement initiatives;
provide approval and / or recommendations for approval on recommended changes or enhancements.
- Lead a commercial team, interfacing with technical team members while managing complex stakeholders.
- Lead the resolution of issues of corporate significance, as required to recover or protect Metrolinx’s commercial reputation, and ensure value for money and sound commercial decision-making.
- May act as a subject matter expert in commercial proceedings such as claims, disputes, hearing, and related matters to represent the best interests Metrolinx and the Crown and substantiate and defend the position of the Crown.
What Skills and Qualifications Do I Need?
Completion of a degree in Engineering, Business Administration, or a related discipline or a combination of education, training and experience deemed equivalent;
Graduate level degree is an asset.
Demonstrated experience in major infrastructure development, construction and / or operational environment with experience and measured success in the application of commercial management methodology in the context of major, complex infrastructure projects;
experience in the transportation industry and public sector is an asset.
- Experience in developing, structuring, procuring, negotiating and implementing progressive contracts, including leading commercial negotiations to deliver target price objectives and risk analysis / allocation in complex infrastructure contracts.
- Detailed understanding of different procurement strategies and project delivery models (traditional, P3, and collaborative) and the associated benefits and risk transfer implications.
- Transit experience is preferred, including expert knowledge of transit-related risks across construction, design, engineering and / or commercial management.
- Knowledge of relevant legislation, policies, procedures, professional or technical practices and precedents (., Metrolinx Act, Places to Grow Act, Planning Act).
- Knowledge of regulatory, legislation, building codes, legal, and financial issues and government bodies, external agencies, and partnering transit organizations involved in developing public transportation systems, knowledge of construction engineering principles and best practices.
- Demonstrated drive for results and achievement of commercial outcomes, and proven ability collaborating and influencing with diverse internal and external stakeholders across large, complex organizations.
- Experience leading teams of direct reports and supporting functions, including leading and / or interfacing with third-party consultants and partner agencies.
