The successful proponent will primarily work remotely but will need to travel to Victoria on an ad hoc basis when requested (Once a month). Travel expenses for these trips will NOT be reimbursed. US-based candidates will not be eligible for this role.

The anticipated term of this opportunity is from an available start date of February 3, 2025 to an anticipated end date of February 2, 2026, with two 6-month options to extend. All proposed Consultants must be available to start on February 3, 2025.

Project Name : BCM Treasury Mgmt System (TMS)

Project Overview : Banking and Cash Management (BCM) has embarked on a multi-year, multi-phase payments modernization and mainframe migration to a new Treasury Management System.

Requirement Detail / Qualifications :

In addition to the qualifications and demonstrated expertise on projects with the characteristics described for PM Levels 1 through 3, the IM-related Project Management Consultants are expected to have an undergraduate degree in business administration or related field; and have business-related project experience.

The Project Manager at Experience Level 1 functions as project lead and is expected to operate at a senior level and have a solid understanding of the challenges and complexity in managing a project team in a complex public sector environment. The Senior Project Manager is expected to :

  • have a minimum of five (5) years of experience within the last ten (10) years as a Senior Project Manager in one or more of the following areas :
  • Project Integration Management
  • Project Scope Management
  • Project Time Management
  • Project Cost Management
  • Project Quality Management
  • Project Human Resource Management
  • Project Communications Management
  • Project Risk Management
  • Project Procurement Management
  • preferably have a post graduate degree (i.e. masters or doctoral degree in a discipline related to the applicable Category). The Province will consider certification as a CA, CMC, CMA, CGA or CFA as an alternative to a conventional post graduate degree;
  • preferably have a PMI - Program Management Professional (PgMPSM) or Project Management Professional (PMP) designation;
  • have the ability to make effective use of technology (e.g. special product knowledge such as Microsoft Project);
  • provide project examples that clearly demonstrate experience on at least three (3) projects of twelve (12) months or longer duration, which includes tight timelines, strong communication, leadership and political skills to understand, navigate, and meet stakeholders' needs and expectations and reporting project status to an executive position (e.g. executive steering committee);
  • provide project examples that clearly demonstrate five (5) or more years in managing multidisciplinary teams and developing esprit de corps within the project team (e.g. core business staff, professional employees, middle managers and other private sector contractors);
  • provide project examples that clearly demonstrate experience in portfolio management (e.g. strategic alignment and prioritization) including effective portfolio management controls and reporting;
  • provide project examples that clearly demonstrate experience in managing the change control process with evidence of strategic communications, end user involvement and training (e.g. managing changes and trade-offs between competing goals); and
  • provide project examples that clearly demonstrate a track record of successfully delivering large, complex projects (greater than $10M in value, greater than one (1) year in duration and at least ten (10) people reporting to the Senior Project Manager) preferably in a public sector environment.

The Project Manager at Experience Level 1 will possess demonstrated expertise on projects with the following characteristics :

  • high complexity and / or sensitivity (usually large scope and evolving business environment necessitating scope adjustment);
  • multiple stakeholders (typically involving interaction with a cross-discipline team represented by several interested parties) such as :
  • government (e.g. a provincial government);
  • broader public sector (e.g. a crown corporation, municipality or agency);
  • the private sector;
  • requiring regular interaction at the Executive level (e.g. Assistant Deputy Minister / Deputy Minister level including briefing Ministers, Treasury Board staff, Common Business Services, ASD Secretariat, Office of the Chief Information Officer, Office of the Comptroller General and representatives of other central agencies of government);
  • project budgets usually exceeding $10 million and occasionally in the hundreds of millions of dollars;
  • Impacts may be to all of government, broader public sector, private sector and to large components of citizenry.
  • The BCM Treasury Management System implementation is a multi-year, multi-phase modernization and mainframe migration initiative with the objective to rationalize and organize over 38 million annual transactions processed through hundreds of separate bank accounts in all major Canadian banks by :

  • Automating the management and reporting of banking transactions for all financial stakeholders across government;
  • Improving internal reporting capacity for cash management effectiveness;
  • Provisioning for a robust database and control mechanism over bank accounts, POS terminals, signing authority and control records, and other similar financial management requirements;
  • Enabling a more effective self-serve approach for stakeholders to manage their financial / banking requirements.
  • Project Description : The project includes all planning, execution, implementation, and training for the new Treasury Management System (TMS) for BCM.

    Objectives : The project's key objective is to migrate the functionality currently provided by 10 mainframe applications to the new TMS solution with zero disruption. At the same time, the initial implementation is expected to realize various modernization enhancements including more streamlined processes, increased automation, and more self-serve features for BCM's clients. Further enhancements and modernization is anticipated in subsequent releases not in scope for this RFP.

    Tasks and Responsibilities : The Project Director will play a crucial role leading the project phases for implementing the new TMS solution, working closely with a core project team, BCM's IT team - Information Services Branch (ISB), the vendor, and BCM business partners. A Ministry of Finance provided project manager will be assigned to work closely with the Project Director.

    The project will be executed in multiple phases with control gates at the end of each phase, owned by the Project Steering Committee (PSC). The initial phase of the project, Kick-off and Design, has been completed.

    This RFP focuses on the remaining phases of the project. More specific deliverables and milestones for the Project Director are listed below :

    Major Deliverables :

    Phase 1 - Initiation and Planning (COMPLETE) :

  • Project team formation and governance
  • Requirements refinements
  • Design
  • Phase 2 - Execution and Build (IN PROGRESS) :

    Key phase 2 deliverables :

  • Triage of outstanding requirements due to organic business growth
  • Completion of all pertinent coding for the approved platform design
  • Validation of all applicable content delivered to vendor by BCM relative to the new platform and initial implementation.
  • Functional Integration Testing
  • System Integration Testing
  • Stress Testing of new solution design
  • User Acceptance Testing
  • Sign-off from BCM directors, Chief Banking Officer, and PSC that Phase 2 is complete.
  • Phase 3 - Implementation (migration from mainframe) Fall 2025 :

    Key phase 3 deliverables :

  • Present a detailed implementation plan for go-live including a granular timeline and resources required to the PSC for review and approval
  • Implementation of the new TMS platform in conjunction with ISB and the vendor
  • Execute the new TMS support agreement
  • Status quo and seamless migration of all users to the new TMS in accordance with the approved training plan.
  • Present status at the PSC meetings.
  • Phase 4 - Implementation (Soft go-live / Hard go-live) and Project Closeout Fall / Winter :

    Key phase 4 deliverables :

  • Present onboarding schedule to the PSC for review and approval.
  • Coordinated and fully supported transition to new platform for all pertinent lines-of business.
  • Validation that the new TMS is working and functioning correctly.
  • Resolution of any issues identified in soft go-live.
  • Present status to the PSC.
  • Full deployment of the new TMS.
  • Project handoff and closure :

  • Sign-off from BCM directors, Chief Banking Officer, and PSC that Phase 2 is complete
  • Provide BCM with all documentation in accordance with the approved project plan.
  • Present project closure report to the PSC for review and approval.
  • Complete the project requirements checklist showing that all project tasks have been completed.
  • Present status at PSC meeting.
  • Consultant Qualifications :

    The Project Director is required to have the following skills and experience :

  • 10 years minimum IM / IT project management experience, related to the delivery of a large and complex transformational project
  • 10 years minimum consulting experience
  • Comprehensive risk management planning and experience
  • Comprehensive change management planning and experience
  • Comprehensive communication strategy planning and experience
  • Comprehensive issue management experience identifying issues and resolving them before they become critical
  • 10 years minimum experience presenting issues notes, briefing notes, and dashboard reports for senior management
  • 10 years minimum directing large-scale information technology projects spanning consisting of multiple phases spanning over multiple years
  • Appropriate accreditation in project management and advanced project management training
  • Excellent oral and written communication skills with ability to communicate effectively to a broad range of stakeholders.
  • Consultant(s) have the following specific industry experience :

  • Experience working with BC Government core policy, compliance, and standards
