Ballads Employment Services division is hiring a Shop Foreman; a key role for our High Level Work Employment Readiness and Connections Program. We know thats a mouth full, so you can call it the High Level WERC program (pronounced "work").

But who is Ballad Group? Well, our workforce development programs have built capacity in diverse areas including entrepreneurship, insurance, information and computer technology, construction, French language acquisition, hospitality, supply chain management, and more.We have delivered unique workforce development programs for a variety of organizations, Indigenous Communities and on behalf of the Ministry of Jobs, Economy and Northern Development and Ministry of Seniors, Community & Social Services, Ministry of Childrens Services and Social Development Canada.

The goal of the WERC program is to develop and administer individually focused direct skill enhancement training and job placement to enable multi-barriered Albertans find and maintain employment.

The Opportunity

Ballad Group is seeking a Shop Foreman Construction, Pipeline & Reclamation Skill Development to play a key instructional and mentorship role within the WERC program. This position delivers hands-on, industry readiness simulations that prepare participants for employment in construction, pipeline maintenance, winter road operations, and site reclamation.

Reporting to the Program Supervisor, the Shop Foreman is responsible for the daily supervision, safety, and skill development of participants in a shop environment that simulates real-world oil and gas and construction worksites. The successful candidate will adjust daily instruction based on participant needs, seasonal labour demand, and current employment gaps in the region. This position takes place in our High Level Training centre.

Core Training & Simulation Areas

The Shop Foreman will deliver and oversee training in the following foundational and industry-specific areas :

Safety & Industry Readiness

  • PPE use, hazard identification, and workplace safety standards
  • Safety zones with signage and mock hazard scenarios
  • Confined space awareness using simulated environments

Tools, Equipment & Materials

  • Safe use and maintenance of hand and power tools
  • Material handling and load securing (pallets, straps, chains)
  • Fleet maintenance simulations for light-duty trucks and skid steers
  • Construction & Trades Foundations

  • Residential and commercial construction techniques including :
  • Concrete, framing, plumbing, electrical

  • Siding, flooring, and finishing
  • Introductory heavy equipment familiarization (e.g., skid steer operation)
  • Industry-Specific Skills Development

  • Pipeline maintenance readiness
  • Site reclamation practices
  • Broad foundational exposure for all participants, with focused training for those nearing program completion based on seasonal hiring needs
  • Key Responsibilities

    Instruction & Participant Supervision

  • Supervise and instruct groups of participants in a shop setting that simulates construction and oil & gas environments.
  • Guide productivity, teamwork, and safe work practices.
  • Build strong, credible relationships with participants using trauma-informed, culturally competent approaches.
  • Identify potential emergency situations and collaborate with program staff on effective responses.
  • Actively seek solutions to challenges involving participants, staff, and partners.
  • Program Development & Delivery

  • Collaborate with the program team to develop and update shop-based training aligned with industry standards and employment gaps.
  • Customize workshops to reflect labour market demand and seasonality.
  • Prepare instructional materials, tools, and equipment for daily use.
  • Assist with procurement of tools, materials, and consumables.
  • Prepare reports and liaise with internal and external stakeholders as required.
  • Health, Safety & Compliance

  • Ensure all health and safety regulations are strictly followed.
  • Identify equipment maintenance and mechanical repair needs.
  • Oversee shop protocols, procedures, and inventory controls.
  • Participate as an active member of the Health & Safety Committee, including monthly meetings.
  • Ensure compliance with all operational regulations.
  • Administrative & Support Duties

  • Set up and maintain shop equipment and workspaces.
  • Maintain accurate inventory of tools and supplies.
  • Communicate effectively with participants, staff, employers, and partners.
  • Support program evaluations and continuous improvement.
  • General shop and office setup and maintenance.
  • Qualifications & Experience

    Required

  • Ticketed trades professional with relevant education and certifications.
  • 35 years experience as a Shop Foreman or equivalent supervisory role.
  • Strong working knowledge of construction and building practices.
  • Experience facilitating groups in a formal or jobsite training environment.
  • Proven ability to work with unemployed or employment-barriered individuals.
  • Excellent verbal and written communication skills.
  • Strong organizational skills with a focus on safety and accountability.
  • Valid Class 5 Drivers License.
  • Ability to work independently while contributing to a team environment.
  • Assets

  • Experience operating equipment such as a scissor lift or skid steer.
  • WHMIS, First Aid, H2S Alive, Confined Space Awareness certifications.
  • Experience with pre-employment programs and local labour markets.
  • Exposure to diversity, inclusion, and community-based programming.
  • Proficiency in Microsoft Office.
