Title : Senior Advisor - Readiness and Operational Planning

Employee Working Location : Remote (ON, Canada)

Employment Status : Temporary Full-Time (24 Months)

Salary Band : $ 64,081- $ 80,101 / year

In this role, you will :

  • Consolidate an annual picture of risks (Emergency Forecasting) specific to Ontario (hazards, vulnerability and capacity).
  • Participate in weekly scans to ensure emergent risks are reflected in readiness products for internal and external partners.
  • Produce province and territory specific quarterly, annual and strategic (3-5 year) dashboard of planning assumptions, translating hazards and risks into specific, measurable forecasting to help geographic and service line leadership anticipate change and promote participation in readiness planning.
  • Work in partnership with CRC relationship-holders to leverage existing and new relationships with the private, public and academic sectors, consolidating forecasting products (reports, publications, etc) and disseminating insights.
  • Co-design and lead annual and seasonal scenario-based Emergency Readiness Plans on the annual and quarterly planning assumptions / forecasts, including building out a mock workforce plan and assessing readiness gaps and risk mitigation strategies across all service lines within the geographies.
  • Act as a geographic focal point to link to the EMCI Emergency Readiness Planning team (harmonization of tools, processes, and support exercise planning in the form of discussion-based tabletops, games, and seminars as well as Operations based drills, functional, and full-scale exercises.
  • Translate identified readiness gaps (personnel, stock, and systems) and support the development and implementation of new and revised emergency readiness planning tools, processes and plans, including Readiness Standards and contingency plans, and act as a regional champion for tool implementation.
  • Work in collaboration with Quality Management to analyze evaluations and other lessons learned sources to identify opportunities for improved readiness, including clarifying operational strategies, the requirements for capacity, intervention tools and the Red Cross service offerings, closing the cycle by feeding back into future readiness planning.
  • Provide support to response operations, which may include coverage for response planning roles, business continuity and participation in the on-call duty officer system.
  • Prompt innovation by identifying opportunities for new service lines in support of and in collaboration with the Senior Director EM, Geographic VPs and Service Line Leads.

What we are looking for :

  • Completion of a bachelor or master’s degree in Emergency Management, Public Health, or similar field.
  • Minimum 5 years of job-related work experience in emergency management, disaster risk reduction, emergency readiness planning, or an equivalent combination of education and experience.
  • Experience in domestic emergency management including in response.
  • Project Management experience and asset.
  • Data analysis experience an asset.
  • Fluency in writing and speaking English is required with strong writing skills, able to write timely and concise reports.

Knowledge of French and / or other languages is considered an asset.

  • Strong leadership and managerial skills including in complex, high pressure environments, diplomat.
  • Superior interpersonal relations, communication, problem-solving, and time management skills.
  • Demonstrated ability to act as a subject matter expert internally with personnel, leaders and geographies and externally with beneficiaries, community stakeholders including Indigenous leadership, Public Health and government partners.
  • Strong organizational skills, accountable, flexible capable to adapt to changing circumstances in a fast-paced environment.

Working conditions :

  • Most of the work is performed in an environment which is mostly clean and comfortable.
  • Travel throughout Canada required with occasional travel outside the country an option.
  • Able to work non-traditional hours and respond to after hour emergency / disaster related requests, including regular participation in an on-call roster to support the duty officer system.
  • Potential for responding in hardship conditions, as well as difficult and unstable conditions (environmental, physical, social, etc.

and uncomfortable conditions (noise, odors, smoke, humidity, vulnerable beneficiaries).
