The Role :
As the Manager, Learning and Development you will act as a change champion and expert in organizational learning. You will develop, implement and assess talent and development strategies in support of CLBC's Strategic Plan and People Strategy. You will lead the Corporate Learning team and be accountable for shaping, delivering, and embedding corporate learning strategies to build and sustain a high-performance learning culture that aligns with CLBC's vision, mission, and values.
Duties include :
- Develops and articulates a long-term vision for learning within the organization, ensuring that it aligns with the People Strategy and supports the development of an adaptable workforce
- Partners with leaders to ensure that learning initiatives are directly aligned with organizational objectives, workforce planning, and talent management strategies
- Leads the Learning Council, composed of cross-functional Directors, to provide governance and oversight of learning programs, ensuring consistency, quality, and strategic alignment across CLBC
- Designs and oversees the development of a robust learning architecture that includes a blend of in-person, virtual, and hybrid learning modalities, ensuring accessibility and flexibility for all employees
- Designs and implements agile development programs that can quickly adapt to changes at CLBC, enabling the organization to remain nimble and innovative
- Promotes cross-functional development opportunities that allow employees to gain experience in different areas, fostering a more versatile and agile workforce
- Establishes and oversees mentorship programs that connect employees with experienced leaders, providing guidance, knowledge transfer, and career advice
As the leader of the Learning & Development team, you'll mentor, plan resources, and prioritize in ways that enhance skills, engagement, and credibility within the team. Your leadership will be instrumental in fostering a respectful environment where professionals can thrive and deliver on strategic departmental goals. You will also be a part of the People & Culture Leadership team and play a key role in collaborating on people strategies that bring synergy and success to CLBC.
Qualifications :
A diploma or bachelor's degree in Human Resources, Organizational Development, Education, Business Administration, Psychology or any other behavioural science, or a related fieldA minimum of 5 years of recent experience leading and / or working in the learning and development functions within a business environment, and / or human resources, with a minimum of 2 years in a consulting / management roleTo reduce barriers to the application process, a combination of transferable skills, knowledge, lived experience, and comparable qualifications will be consideredDirect experience with training needs analysis, program development, program evaluation and facilitationDirect experience applying adult learning principles, instructional design, and training methodologiesExperience in change management is an assetA Prosci (ADKAR) certification is an assetExperience in a public sector and / or unionized organization is an assetBenefits You will receive a comprehensive benefits package.
