Reporting to the Chief Building Official (CBO), this position is responsible for managing and lead the day-to-day operations relating to building inspections for new buildings, renovations and sewage systems to ensure inspections are conducted in compliance with the legislated requirements such as the Building Code Act (BCA), Ontario Building Code (OBC), City of Welland Building Permit Bylaw.

About the Position

The duties listed are not meant to provide a description of each and every job performed but only those which represent the core functions of the job.

  • Organize and manage inspection of all construction, alteration, and demolition of buildings to ensure compliance with the approved plans and specifications and applicable standards.
  • Oversee the day-to-day operations of the Building Inspections unit, including scheduling, prioritization, coordination, and monitoring of work.
  • Provide leadership to the inspectors including technical support, training, and development, team building, problem solving, dispute resolution, performance review, discipline, health and safety and related personnel decisions.
  • Provide technical guidance and enforcement support to the inspectors in the interpretation and application of Ontario Building Code, the Act and related applicable standards and assigned by-laws.
  • Recommend issuance of orders and or prosecution, to obtain compliance, when necessary, and obtain search warrants as required.
  • Develop new procedures or modify existing Standard Operating Procedures by using “best practice” approach to improve service delivery and compliance with legislation.
  • Monitor construction approved through conditional permits to ensure construction has not exceeded beyond the work specified in the agreement. Follow-up upon completion of permits by generating completion reports and recommending release of securities and deposits.
  • Develop and maintain relationships with internal and external stakeholders using sound analytical and negotiating acumen. Come to mutually satisfactory solutions to complex problems; diffuse emotionally charged customers and clients on sensitive and complex matters.
  • Act as a liaison to consulting architects, engineers, Niagara Home Builders Association, and the public.
  • Provide onsite emergency response and initiate resolution to structural failures and building emergencies by directing emergency personnel, engineers, and contractors to remediate unsafe conditions that threaten public safety.
  • Work in concert with : Administration, Property Standards Officers, Fire Prevention Officers, and other municipal inspectors on-site inspections as necessary.
  • Represent the City as a senior expert witness regarding Building Code Act prosecutions, enforcement and appeals at Provincial court, Building Code Commission, etc.

  • Duties & Responsibilities

  • Three (3) year College Diploma in Engineering or Architecture, or equivalent.
  • Five (5) years’ experience in a supervisory role, or seven (7) years’ experience as a Certified Building Code Official.
  • Certified Building Code Official, as granted by the Ontario Building Officials Association.
  • Successful completion of the mandatory qualification and registration criteria as prescribed by the Ministry of Municipal -Affairs and Housing in all categories of buildings with registration as a Supervisor.
  • Comprehensive knowledge of legislation and bylaws (Building Code Act, Planning Ac, Municipal Act, and bylaws).
  • Demonstrated ability to effectively manage a multi-disciplinary staff in a results-oriented environment.
  • Ability to lead and motivate a team of technical professional including sound coaching, supervisory and leadership skills.
  • Strong oral, verbal, and written communication skills, with the ability to deal with staff and the public in a courteous and efficient manner.
  • Must possess and maintain in good standing a valid Ontario Driver’s License.
