Introduction

The Treasury Board Secretariat is a key central agency leading Manitoba’s journey to fiscal sustainability. The Treasury Board Secretariat provides analytical support to Treasury Board, a committee of Cabinet responsible for the overall fiscal management and reporting of government and the establishment of policies required for the effective management of public funds. The Secretariat is a key participant in the development of fiscal strategy, analyzing departmental budgets, providing guidance to departments to ensure they meet fiscal guidelines and evaluating alternative funding and service delivery strategies.

A Treasury Board Analyst position will be of interest to individuals who are motivated and proactive in their approach, can apply superior critical thinking and proven analytical skills to complex issues and problems and have an interest in seeking ways for improvement throughout all aspects of the operation of government. We are seeking to fill one full-time term position and open to the possibility of a secondment with the successful applicant's employing authority approval.

Conditions of Employment :

  • Must be legally entitled to work in Canada

  • Must have the ability overtime, evenings and weekends as required

Qualifications : Essentail :

  • Post secondary education in public administration, business administration, commerce, finance, accounting, economics or a related field, with a focus on financial and / or business analysis. Other equivalent combinations of experience and related education may be considered.
  • Experience conducting research, analysis and providing recommendations on a variety of issues, including the relevance and impact of government policies.
  • Experience undertaking complex program / policy analysis and financial analysis.
  • Strong analytical and problem solving skills.
  • Excellent written communication skills with the ability to effectively communicate information in a clear and concise manner.
  • Excellent verbal communication skills with the ability to effectively deliver presentations to a variety of audiences including at executive levels.
  • Understanding of political acumen and experience dealing with confidential, complex and sensitive materials.
  • Excellent interpersonal skills with the ability to develop effective working relationships within a team and with a variety of stakeholders.
  • Ability to quickly assimilate information, multi-task, and adapt to changing priorities while successfully operating within a deadline-driven environment.
  • Desired :

  • Knowledge of budget and financial processes.
  • Experience writing and / or analyzing authority-seeking documents such as Treasury Board Submissions. Duties : The incumbent will :
  • Provide analysis, recommendations and advice to Treasury Board, senior management and / or other government officials on a variety of complex program and financial issues.
  • Undertake financial projections and analyses and prepare briefing material for senior management and Treasury Board.
  • Establish and independently manage strong working relationships with departmental personnel and senior government officials.
  • Assist and advise departments on appropriate guidelines, procedures and directives.
  • Treasury Board Analysts will establish and foster a collaborative working relationship with Departments and government officials in order to deliver in-depth financial analysis and research. Treasury Board analysts are often assigned complex portfolios with high profile programs and policy issues that require an understanding of both programming and financial impacts of decisions. The analyst must maintain a corporate perspective on issues and develop recommendations for Executive decision-makers with full consideration of various alternatives, including successful approaches and best practices in other jurisdictions. The Analyst is responsible for the assessment of future-looking business plans and the resulting financial outcomes within the context of Manitoba’s fiscal framework and the mandates of each corporation.
