Prairies Economic Development Canada (PrairiesCan) is searching for a dedicated Purchasing Officer to become part of our dynamic team in Edmonton. This is your chance to make an impact in a department committed to fostering innovation, supporting business growth, and diversifying the economy across the Prairies.As a Purchasing Officer at PrairiesCan, you will :

  • Provide expert advice to managers on procurement, asset and materiel management, and contracting - helping shape key decisions within the department.
  • Guide clients through the creation of procurement documents and development of evaluation criteria, ensuring processes run smoothly and efficiently.
  • Coordinate procurement activities, processing documentation through both automated and manual systems.
  • Negotiate contracts with private sector suppliers, evaluate proposals, and recommend top suppliers to management - playing a crucial role in securing favorable outcomes for the department.
  • Represent PrairiesCan in communications with central agencies, advocating for advantageous terms and resolving procurement challenges.

  • The intent is to staff one term position for 2 year with the high possibility of extension.     Experience :

  • Experience providing advice to clients on procedures or policies related to public procurement
  • Experience in preparation of procurement documentation and evaluation criteria
  • Experience in negotiating contract specifications and requests for proposals to resolve problems with suppliers
  • Experience in data analytics and performance management Applied / assessed at a later date Knowledge :
  • Knowledge of policies, practices and legislation related to the procurement process in the Federal Government.Competencies :

  • Experience in using an Integrated financial and materiel management system, such as Oracle, SAP or GX
  • Experience managing contracts, standing offers or supply arrangements
  • Experience preparing, reviewing or responding to Statements of Work or Statements of Requirement
  • Experience using a corporate acquisition card
  • Experience interpreting and providing advice or guidance on procedures, policies or legislation in an operational setting
  • Experience in the management of a workforce engaged in a fast pace, complex, high risk, high dollar value procurement and contracting projects
  • Experience in the development and implementation of procurement and contracting policies, procedures, and guidelinesOrganizational Needs :
