Reporting to the Chief Administrative Officer, this role performs the statutory responsibilities of the Municipal Treasurer under the Municipal Act, 2001, and leads the financial stewardship of the Township. This leader oversees budgeting, financial reporting, long‑term capital planning, risk management, taxation, payroll, audits, asset management, and IT oversight while fostering a strong, inclusive, and high‑performing finance team.

Responsibilities
Lead, mentor, and support the Finance team, fostering a positive, respectful, and high‑performing cultureSupport succession planning, coaching, and professional developmentCollaborate as part of the Corporate Leadership Team to drive organizational excellenceGuide staff through legislative, procedural, or organizational changes with transparency and clarityPlan staffing needs and participate in recruitment for the Finance departmentOversee training, performance management, and development programConduct annual performance reviews and provide constructive feedbackDevelop and implement sound accounting policies and debt management practiceOversee annual operating / capital budgets, long‑term forecasting, and asset management planningLead year‑end processes, audits, financial reporting, and liaise with external auditorPrepare financial by‑laws, agreements, and statutory submissions for CouncilOversee financial risk management and liaise with the Waterloo Regional Municipalities Insurance PoolPrepare and submit financial data for provincial reporting (e.g., BMA Study)Oversee taxation processes, billing, collections, tax sales, and debenturesOversee bank deposits, reconciliations, investments, and cash handling procedureProvide oversight for IT operations through the Desktop Support Technician, including security and prioritizationEnsure compliance with HST, financial legislation, and reporting requirementsRepresent the municipality as part of the Emergency Control Group and Waterloo Region Area TreasurersPrepare legislated reports including Federal Gas Tax, Development Charges, Council Remuneration, and Public Sector Salary DisclosureIdeal Candidate
University degree in Business, Commerce, Economics, or related disciplineChartered Professional Accountant (CPA) designation requiredMinimum 7 years of municipal finance experienceAdvanced proficiency in Microsoft Office Suite and ability to learn new financial systemsExperience with ERP implementation or integration considered an assetStrong leadership capabilities with experience guiding teams through changeExcellent communication and interpersonal skills, with the ability to collaborate across departmentsAbility to work respectfully with Council, peers, and external partnersClear Criminal Record Check requiredComplementary Experience
