About Our Opportunity

Reporting to the Manager, Service Navigation, the Senior Business Analyst’s role is to lead planning, evaluation, and implementation activities to support our mandate of continuous service improvement. This position will also support the development, implementation and administration of the incident management process to restore IT services promptly.  As a subject matter expert in business process re-engineering and continuous improvement, the analyst will provide advanced strategic and professional analytical services for departmental program / business units within government. The analyst also acts as a bridge between and across IT organization teams to ensure our services meet defined technology solutions and business needs.  This requires taking a leadership role in defining solutions and assisting with the implementation of business process improvement initiatives to realize program and operational savings, improved client service and attainment of strategic goals.

Primary Accountabilities

Responsibilities include :

  • Leading in the preparation of requirements, business cases, business process definitions, workflow process, data models, implementation plans and change requests;
  • Providing solution recommendations, opportunity evaluation, business case development and cost analyses;
  • Proactively managing relationships with ESM clients including management from both the provincial and health sectors;
  • Recommend sustainable service improvements and / or solutions based on value for investment;
  • Managing project planning and control phases or projects, initiatives, and enhancements including developing and implementing project plans, managing scope and project deliverables, risks, changes and issues, ensuring the communication occurs with all stakeholders;
  • Planning, facilitating and leading workshops with internal and external participants and partners;
  • Working closely with project managers, technical and enterprise architects in writing project statements, consulting with stakeholders, defining roles and responsibilities for project team members, evaluating projects with respect to best practices and lessons learned;
  • Ensuring effective communication where agreement or cooperation is required or where there are barriers to understanding;
  • Managing competing priorities and identifying opportunities for cross-departmental or corporate initiatives.

Qualifications and Experience

To be successful in this role, you will have a Bachelor of Science in Computer Science plus a minimum of five (5) years’ experience or graduation from a recognized Information Technology program plus five (5) years and six (6) months experience, or an equivalent.

Your ability to :

  • Identify and manage service improvement opportunities to enhance service delivery with a focus on meeting client needs; lead continual service improvement plans.
  • Manage aspects of incident management and related initiatives, including the planning and organization of a broad range of complex business enablement activities involving some uncertainty and requiring the formulation and adjustment of strategies or approaches.
  • Guide effective and efficient resolution of incidents resulting in improved recovery time of business operations.
  • Conduct and document analysis for trending and reporting to all levels of leadership.
  • Mentor, inspire and educate colleagues in the business analysis discipline.
  • Provide sound judgement and have strong analytical skills to determine system requirements, evaluate alternatives and provide sound solutions to client business problem
  • Demonstrate exceptional communication skills and political acuity.

  • Internet-era practices, and the ability to effectively engage with multidisciplinary teams to achieve business / policy outcomes
  • Working in a complex multi-dimensional organization with varied need for technology solutions
  • Providing and receiving highly complex, sensitive and contentious information in situations requiring highly developed interpersonal skills including empathy, persuasion, negotiation and tact.
  • Planning, facilitating and leading workshops with internal and external participants and facilitate decision making with the business, departmental management, and external vendors (where appropriate).
  • Strong negotiation and facilitation skills, be well organized and able to exercise sound judgment under pressure.  You must also possess team leadership experience.
  • Knowledge and experience of ITIL processes and standards to implement use and apply these is required for this role.

  • Professional Business Analyst Certification
  • Knowledge of established IT strategies, policies and procedures of the Government of Nova Scotia to link these with customer requirements.
  • This position will include rotational 24-hour on-call duties.

    We have 2 opportunities. One is Permanent role and one is a TERM employment opportunity with anticipated end date of December 31, 2026.  The appointment status (‘term’, ‘temporary’ or ‘casual’) is dependent on the start date of the successful candidate.

    Salary Range :   $3,343.61 - $3,927.04 Bi-Weekly

    Note : The salary rates shown reflect the new Civil Service Agreement, effective April 1, 2025. Implementation in our HR system will occur on February 5, 2026.  Until then, the current rates will apply.  Employees hired during this period will receive retroactive pay adjustments in accordance with the new agreement and applicable policies.
