Development Engineering Technician

The Town of Golden invites applications from qualified and experienced persons for the full-time permanent position of Development Engineering Technician .

About the Role

This position reports directly to the Director of Planning and Development and works closely with the Director of Public Works as well as the Town and developers’ engineering consultants. The Development Engineering Technician is responsible for assisting, advising and leading the technical / engineering aspects of development applications, inspecting developer-led Town capital works, and managing servicing agreements and other developer agreements (ex. latecomer agreements). This position will review engineering and other professional reports to ensure conformance with applicable bylaws and policies and provide minor vacation coverage for the Town’s building official.

Some interesting projects in the short term include a large fee-simple residential subdivision, assisting with completing a new development cost charge bylaw, and implementing other development infrastructure financing tools.

• Carries out field inspections with regard to complaints, inspection and administration of Town bylaws, development permits, or subdivision projects;
• Performs civil inspections to assist in subdivision and development related works (roads, water, sewer, storm etc.);
• Reviewing design drawings and concepts at various stages of a project cycle, evaluating conformance with governing design criteria, and preparing detailed comments and critique in a format appropriate for external review and action.
• Coordinating with other departments including Public Works, and external entities, to understand and propose ideas to address infrastructure network constraints and chokepoints, understand and support solutions including methods and materials, and impacts of upcoming development and capital infrastructure projects.
• Reviewing engineering and other professional reports and studies, ensuring their conformance with applicable bylaws, policies, and engineering standards, and confirming their results and recommendations are captured in the and methodology.
• Coordinates pre-construction meetings with engineers, contractors, and Town personnel to ensure job site hazards are identified, a Prime Contractor is designated, and to ensure that work will comply with municipal standards, approved design drawings, traffic safety, geotechnical analysis testing, and all other aspects of the development project.
• Performs a lead role with technical bylaw development ex. updating Development Cost Charge Bylaw involving coordination with other departments, agencies and management of consultants. This may include other development financing tools such as latecomers and development works agreements and administration thereof.
• Preparation of and management of development offsite works including processing servicing agreements (including obtaining securities, fees, requests for security reductions and releases), providing interface with internal and public enquiries regarding development works and coordination of maintenance review final review with other departments and agencies.
