Advisor, Water & Wastewater Strategic Infrastructure Planning
Position : Advisor, Water & Wastewater Strategic Infrastructure Planning with the Region of Peel.
Work mode : Hybrid – 2 days onsite per week (may vary based on operational needs).
Location : 10 Peel Centre Drive, Brampton, ON.
Work hours : 35 Hours per week.
Who we are : The Infrastructure Planning, Partnerships & Compliance team focuses on strategically planning and managing the Region's infrastructure to support sustainable growth and development. We collaborate with stakeholders and rights‑holders, including Indigenous Communities, to ensure projects are delivered efficiently, in compliance with regulations, and with environmental sustainability and resilience in mind.
Reports to : Program Manager, Infrastructure Planning & Studies Growth & Ground Water Programs.
What you will do :
- Develop participatory agreements and support staff in implementing Indigenous Community engagement plans for municipal water and wastewater projects.
- Contribute to the Regional Water and Wastewater Program Master Plan, communicating technical and regulatory information to stakeholders.
- Provide business processes to support infrastructure planning, administer engagement data assimilation and evaluation for new infrastructure and long‑term planning.
- Support Project Managers in environmental assessments, designs, and studies carried out by the water and wastewater program planning group.
- Review and recommend long‑term renewal and replacement plans for linear water and wastewater assets, drafting inspection strategies, financial plans, and business processes.
- Develop and coordinate the linear water and wastewater capital budget in partnership with engineering and operations teams.
- Present capital budget plans to managers, directors, and the general manager for approval.
- Deliver California diameter inspection plans to the Condition Assessment & Rehabilitation group for execution.
- Utilize inspection deliverables to inform the capital budget and detailed design.
- Maintain and advance the Decision Support System (DSS), forecasting tools, and provide strategic advice for utility rate planning.
- Support asset inspection, condition and performance standards, and collaborate with engineering, reliability, and operations for demand management.
- Maintain life‑cycle and deterioration curves for water and wastewater linear assets based on industry research and Peel‑specific data.
- Provide guidance to other Public Works divisions on state‑of‑good‑repair programs and capital planning relative to linear pipe infrastructure.
- Liaise with internal departments, external agencies, and municipalities, and participate in stakeholder committees.
What the role requires :
Undergraduate degree in Civil or Environmental Engineering, applied / environmental sciences, planning, public relations, or a related field.5 years of related experience or equivalent education and experience.Applied experience with Indigenous communities is an asset.Solid understanding of water and wastewater infrastructure planning and asset management.Knowledge of Water and Waste Water operations, business planning, and Bill 23.Advanced knowledge of water and wastewater hydraulics, including hydraulic transients.Extensive experience in municipal infrastructure planning, design, construction, and knowledge of related codes, regulations, tendering / contract process, and value engineering.Skills / Abilities :
Advanced written and verbal communication skills for reports, materials, staff, management, Council, external partners, and the public.Strong presentation, facilitation, and negotiation abilities.Proven project and program management skills, including strategic planning, financial management, and oversight of multiple complex initiatives.Ability to lead high‑impact initiatives and manage organizational change.Advanced systems thinking and problem‑solving skills.Strong analytical skills for trend analysis, issue identification, and synthesizing information into clear output.Excellent time management and organizational abilities.Commitment to diversity, equity, and inclusion, with continuous learning and bias management.Perks @ Peel and why you will love working for us :
