REPORTS TO : Director of Real Estate and Development
Surrey City Development Corporation (SCDC) is a value-add real estate development company owned by, but separate from, the City of Surrey. Reporting to an independent Board of Directors, the corporation has independent financial oversight, operations, and governance. In addition to deriving financial value from real estate, a key dimension of SCDC’s mandate is to help advance the City’s urban, economic, social, environmental and community objectives. SCDC is focused on accelerating Surrey’s growth into an even more complete community by delivering impactful “city building” projects that otherwise would not likely be developed by the private sector or government on their own. The majority of SCDC projects are developed in partnership.
Since it’s re-operationalization in 2023, SCDC has been focused on instigating a range of projects in four different focus areas of Surrey. Sufficient traction has now been achieved on several of these projects to the point that the company now needs to expand its in-house capabilities. To that end, the position of Development Manager has been created. Reporting to SCDC’s Director of Real Estate and Development, this will be a foundational role in the company with the following responsibilities and qualifications :
RESPONSIBILITIES
- Lead and support the SCDC team in planning, coordinating, and executing development projects, including master planning and city building projects.
- Facilitate effective communication channels for projects to address concerns, resolve conflicts, and maintain alignment between stakeholders and project goals.
- Conduct thorough feasibility studies and risk assessments to identify potential project challenges and develop effective mitigation strategies, driving project to success.
- Manage multidisciplinary project teams, including consultants, contractors, subcontractors, vendors and suppliers to ensure smooth workflow, clear responsibilities, and effective communication.
- Oversee contract administration, including but not limited to development agreements, partnership agreements, joint venture agreements, restrictive covenants, servicing agreements, design agreements, construction agreements and ground leases with development partners.
- Maintain project timelines, track tasks, and ensure obligations are met.
- Conduct due diligence on land and project opportunities, including feasibility, planning constraints, risks, servicing requirements, and alignment with municipal policy.
- Manage regulatory approvals, including rezoning, development permits, subdivisions, building permits, and other technical approvals.
- Coordinate technical inputs across disciplines, including but not limited to planning, design, site servicing, environmental reviews, arborist assessments, geotechnical reports, and legal.
- Build and maintain strong external relationships with municipal partners, development partners, First Nations, community groups, and regulatory agencies.
- Prepare and deliver presentations to SCDC Board of Directors, Surrey City Council, industry groups, and public meetings, communicating complex development concepts clearly and compellingly.
- Develop and manage project budgets, cash flows, and financial performance, ensuring accountability and alignment with approved plans.
- Manage procurement processes, including preparing RFPs / RFQs, evaluating submissions, recommending awards, and administering consultant and contractor agreements.
DESIRED QUALIFICATIONS
Bachelor’s degree in Real Estate Development, Architecture, Urban Planning, Engineering, or a related field.Minimum 5 years of experience in real estate development, project management, or municipal development projects or a combination thereof.Not required but an asset include membership or eligibility for membership with Project Management Professional (PMP) and / or Leadership in Energy and Environmental Design (LEED)Demonstrated experience leading large multidisciplinary consultant teams.Experience negotiating, reading, and understanding contracts (partnerships, joint ventures, professional services, Master Municipal Construction Documents (MMCD) contracts, Canadian Construction Document Committee (CCDC) contracts, supplementary general conditions, etc) with an understanding of material default provisions.Strong conceptual understanding of urban design, architecture and planning, paired with technical development expertise (financials, delivery, servicing, approvals). Experience with ArcGIS is an asset.Proven experience as a Project Manager on capital projects, with a strong track record of successfully participating in the delivery of large-scale projects on time and within budgetProven ability to build and sustain strong relationships across sectors.Strong financial acumen with experience in budgeting, cash flows, and change management.Experience with municipal approvals, policy frameworks, due diligence processes, procurement processes and development related agreements.Outstanding communication skills—able to distill complex issues and present confidently to varied audiences.Comfortable with shifting priorities and navigating ambiguity.Calm, adaptive, and solutions-oriented under pressure.Proactive self-starter with a high sense of urgency and accountability.Strong collaborator who builds trust and relationships across diverse groups.Strategic and analytical thinker with practical, implementation-focused judgment.LOCATION AND HOURS OF WORK
Location : This position will begin as a remote position and will soon become full-time in the office, as the company seeks to secure an office space in Surrey, BC.
Hours of Work : Hours of operation are Monday – Friday, 9 : 00am-5 : 00pm. This is a full-time role, requiring 40 hours of work per week. Even though this position is remote to start, the successful candidate is expected to work from the office during the company’s regular business hours.
COMPENSATION
