Reporting to the Vice President, Operations the General Manager, Nunavut Relations is a senior leadership role responsible for advancing Northwestel’s strategic interests in the territory through proactive government engagement, sales leadership, and community partnership development. This role is pivotal in shaping the company’s presence in Nunavut by building trusted relationships with territorial and federal stakeholders, driving revenue growth, and positioning Northwestel as a partner of choice in digital infrastructure and telecom services.

Specific Accountabilities

  • Serve as the primary liaison with various levels of government including municipal, territorial, investment corporations, regional development corporations, regional Inuit associations and affiliated organizations, and federal government departments to advocate for Northwestel’s strategic initiatives and funding priorities.
  • Represent Northwestel in working groups, advisory boards, and public forums to influence telecom policy and infrastructure investment decisions.
  • Develop and execute engagement strategies aligned with GN’s 8 key priorities, including digital inclusion, Arctic security, and Indigenous economic participation.
  • Collaborate with internal teams to shape proposals for undersea fibre, LEO satellite integration, and community broadband partnerships.
  • Lead regional sales strategy and execution, with a focus on government, Indigenous, and enterprise clients.
  • Identify and pursue new revenue opportunities, including managed services, SD-WAN, and infrastructure leasing.
  • Partner with the Strategic Growth team to respond to RFPs, develop pricing models, and close high-value contracts.
  • Build long-term relationships with key accounts and ensure delivery of tailored telecom solutions.
  • Act as a trusted advisor to community leaders, Indigenous councils, and local ISPs.
  • Support co-creation of service plans and infrastructure projects that reflect local needs and cultural context.
  • Promote Northwestel’s Community Service Technician (CST) program and Inuit employment pathways to strengthen local capacity.
  • Provide strategic input to Northwestel’s executive team on regional dynamics, risks, and opportunities.
  • Collaborate cross-functionally with Legal, Regulatory, Product, and Engineering teams to align initiatives with corporate goals.
  • Support operational excellence through influence and coordination, rather than direct oversight.
  • Participate fully in our organizational health and safety programs, adhering to all safe work practices and procedures and staying focused on continuous improvement. In addition, ensuring all Accident Prevention Program (APP’s) training, all Code of Business Conduct (CoBC) training, and all other Occupational Health and Safety (OHS) training are completed on time.
  • Perform timely completion of all administrative tasks including, but not limited to time reporting, expense reporting and submission of corporate card statements, as applicable.

Knowledge And Skills Required

  • Recognized undergraduate degree in business, commerce, political science or a related field with a minimum of 7 years of experience in government relations, public affairs, or strategic sales, preferably in telecom or infrastructure sectors. Alternate combinations of education and experience may be considered and are encouraged to apply.
  • Proven track record of influencing public policy and securing government funding or contracts.
  • Deep understanding of Nunavut’s political, cultural, and economic landscape.
  • Strong interpersonal, negotiation, and storytelling skills.
  • Experience working with Indigenous governments and communities is essential.
  • Complete proficiency in speaking, reading, and writing Inuktitut is highly desirable.
  • Knowledge of the elements of a health & safety program will be considered an asset.
