Job description

The Municipality of North Cowichan (population 31,900) is located in the beautiful Cowichan Valley on Southern Vancouver Island, between Nanaimo and Victoria. Reporting to the Manager, Business Solutions, this role is responsible for performing a variety of assignments, with a concentration in supporting and maintaining the Municipality's business systems, project management, business analysis, corporate reporting and visualizations. This position is required to :

  • Perform information analysis and create visualizations and reports
  • Perform testing and troubleshooting
  • Manage client interactions including first and second tier client support
  • Plan, build and maintain business solutions
  • Plan, build and maintain integrations between existing and new systems
  • Provide project management, business analysis, and change management for medium to large projects
  • Plan and perform implementations and upgrades
  • Plan the long-term sustainment and improvement of business applications and services
  • Conduct thorough business process analysis to identify areas for improvement and optimize operational efficiency

Deployment to other duties may be required from time to time.

This position may include shift work and weekends per the collective agreement 18.01(h)(13). This position may be eligible for remote work and will be determined in consultation with the successful candidate.

Required Skills, Qualifications and Abilities :

  • Completion of a post-secondary degree in computer science, information systems or similar field and a minimum 5 years of recent and relevant experience. A combination of education and experience may be considered.
  • Experience leading and working within an interdisciplinary team-based environment to improve corporate service delivery.
  • Experience with SharePoint development / configuration and Power BI is considered an asset.
  • Advanced skills and recent experience with managing databases, queries, producing reports and visualizations.
  • Advanced skills with integration and ETL tools including SQL.
  • Knowledge of the security requirements of the BC Freedom of Information and Protection of Privacy Act and information best practices including custody and control.
  • Knowledge of modern application development practices, at a minimum sufficient to engage and manage consulting services, coordinate change management activities, and ideally with hands-on development experience.
  • Strong business acumen in project management, business analysis, and change management.
  • Advanced skills with designing and implementing solutions.
  • Good organizational and prioritizing ability.
  • Ability to keep accurate records and notes.
  • Demonstrated helpful "can do" attitude while providing realistic and sustainable options.
  • Independence of judgment and capability of working with minimal supervision.
  • Experience with knowledge of relational database design.
  • Experience with modern application development practices.
  • Experience with database development, data dictionaries, SQL, database analysis / modeling, data migration, and reporting.
  • Experience with database administration, including data refresh, configuration, maintenance, and performance tuning.
  • Excellent written and verbal communication skills.

    Possession and maintenance of a valid Class 5 B.C. Driver's Licence; a satisfactory current driver's abstract is required for applicable positions.
