The Ministry of Highways, Network Planning and Investment Branch is seeking a highly motivated individual with excellent interpersonal and leadership skills to lead program delivery as it relates to program management.
Reporting to the Manager, Programs the Program Officer will provide leadership on the management of federal programs for the Ministry.
Specifically, this includes to :
- Lead the identification and management of the province’s responsibilities under federal infrastructure agreements;
- Coordinate between internal and external stakeholders to ensure provincial reporting requirements, annual budgeting and forecasting are being met;
- Support the project identification, prioritization, and approval of projects, for federal funding requests, with internal leadership, minister’s office, and the Ministry of SaskBuilds and Procurement;
- Seek opportunities and lead application development and submission for new federal infrastructure program opportunities, before the deadlines;
- Lead the process of submitting progress reports and project completion reports;
- Assist in negotiation of federal funding agreements and amendments;
- Identify, research, and analyze complex infrastructure issues; and
- Support strategic initiatives related to infrastructure projects with partnering ministries and agencies.
Strong interpersonal and organizational skills are required to develop and maintain good working relationships with federal and provincial stakeholders, collaborate, build consensus, and lead change.
You must be a team player with a reputation for integrity and a focus on service excellence and innovation. You will possess excellent written and verbal communication skills to develop briefings / reports, present issues to executive management and stakeholders, as well as write business cases.
MS Office skills (Word, Excel and PowerPoint) are required. A working knowledge of GIS Mapping software is desired but not essential.
The candidate of choice will have a degree in public policy, economics, public or business administration, or a related discipline coupled with several years of relevant work experience or an equivalent combination of education and experience.
Travel throughout the province will occasionally be required.
