Job description

The Registries Modernization team is working on modernizing and replacing five aging registry systems, including the land titles and motor vehicles registries, and enhancing the corporate, personal property, and vital events registries for Albertans. This initiative by the Government of Alberta (GoA) aims to replace outdated registries with modern technology and improved processes. The approach involves regular releases of new services, defining new data products, and implementing a comprehensive GoA Registries Data Strategy and Roadmap based on Design Thinking principles. Once completed, two GoA registry solutions will be replaced with scalable and upgradable systems, providing faster and more modern data access for Albertans and third-party registry data consumers. Our team is looking for up to two (2) Business Consultants with emotional intelligence and experience in data governance and management practices, data maturity assessments, requirement gathering for data strategy, and data modernization.

About the Role :

Responsibilities will include :

  • Capturing and documenting data management requirements, business processes, gap assessments, and workflows for developing data strategies through interviews, surveys, and workshops.
  • Creating and supporting the development of data governance frameworks to support enterprise business modernization requirements, including review, repeal, and creation of complex government of Alberta legislations / regulations, policies, and standards.
  • Completing enterprise system data source discovery, data element inventory, data consumer inventory, and defining the collection of supporting data catalogue definitions.
  • Defining data profiling, data quality, and data integrity leading practice and standards for enterprise solution modernization and data migration initiatives.
  • Creating data maturity assessment tools, such as online questionnaires, communication presentations, individual interview materials, and workshop session materials for the data maturity assessment response reports during scheduled interviews and workshops.
  • Coordinating, facilitating and scheduling data maturity assessment communication presentations, individual interview, and workshop sessions.
  • Conducting data maturity assessment walkthroughs to identify goals and pain points through gap analysis of current and future state data management capabilities for benchmarking.
  • Creating and compiling registry systems data maturity assessment reports and response measurements.
  • Documenting and validating data maturity assessment results with subject matter experts and end users.
  • Evolving and updating data management scenario user stories, personas, and journey maps to provide the necessary context of issues and opportunities.
  • Assessing gaps in the GoA registry's implementation of data governance frameworks, including policy, procedures, standards, and solutions through current-state analysis.
  • Compiling and translating data management gap assessments and requirements into strategic data management goals and roadmap activities.
  • Completing an inventory and review of the complex government of Alberta legislations / regulations, policies, and standards relevant to the data controlled and governed by each independent registry.
  • Supporting communication and change management of complex data management issues that may be necessary to ensure delivery of complex registry program changes, such as centralized data products.
  • Conducting post-assessment reviews with participants, documenting insights, issues, and opportunities. Assisting with planning, scheduling, and status reporting as required.

To be successful in this role, the Contingent Resource will need to have :

  • Experience completing data maturity assessments for large enterprise initiatives.
  • Experience collaborating on a team tasked to deliver a data strategy and roadmap for enterprise systems.
  • Experience participating on data governance working teams.
  • Experience with data management processes and tools and applications, including process mapping and lineage toolsets.
  • Strong knowledge of structured / unstructured databases, data modeling, data management, rapid / iterative development methodologies, and data governance tools.
  • Knowledge of business analysis procedures and concepts and basic knowledge of other technical areas
  • Proven ability to effectively use complex analytical, interpretive, and problem-solving techniques.
  • Demonstrated ability for clear and concise written and verbal communication.
  • Proficiency in diagramming & presentation tools.
  • Ability to communicate (both verbal and written) issues in a clear and timely manner to build trusting partnerships with partnership a wide variety of audiences and stakeholders.
  • Strong communication, presentation, and interpersonal skills with an ability to collaborate and engage effectively with internal and external contacts.
  • Familiarity and be comfortable working with large data volumes and able to demonstrate a firm understanding of logical data structures and analysis techniques.
  • Proven relationship management skills to partner and influence across organizational lines.
  • Demonstrated ability to work on multiple projects in the stream simultaneously.
  • Ability to work effectively and independently in a team environment.
  • A thorough understanding and experience with programs and projects using an Agile / Hybrid approach.
  • Experience with tools such as Confluence and JIRA is preferred.
  • Must Haves

    5 years experience completing enterprise system data source discovery, data element inventory, data consumer inventory, and defining the collection of supporting data catalogue definitions.

    3 years experience creating and supporting the development of data governance frameworks to support enterprise business modernization requirements.

    Nice to haves

    5 years experience conducting, facilitating and interpreting impact and risk assessments across multiple scenarios.

    5 years experience developing and maintaining positive stakeholder relationships across the organization, including executive level.

    5 years experience documenting data management requirements, business processes, and workflows while conducting Data Maturity Assessments through interviews, surveys, and workshops.

    5 years experience in a leadership and / or facilitation role.

    5 years experience using analytical and problem solving skills to plan and design creative solutions.

    5 years experience with business writing, communication and documentation.

    This role requires that you :

    Contingent Resource must provide their own computer and related equipment. The computer's operating system must be a modern version of Windows or MacOS that is compatible with Azure Virtual Desktop (AVD) and related software for remote access. Windows is preferred due to better compatibility. AVD / remote-related software will be installed on the resource's computer.

    Normal working pattern :

    Standard Hours of work are 08 : 15 16 : 30 Alberta time, Monday through Friday excluding holidays observed by the Province

    Start-date of position : 11 / 04 / 2024

    Work Location : Work must be done from within Canada, due to network and data security issues.

    Contingent Resource will be working remotely primarily. The Contingent Resource will be required for onsite meetings which include but are not limited to strategic planning, work planning discussions, and meeting with team members, senior managers, directors, executive directors and business clients as required. Estimated on site meeting will be 6 times a year.

    Pay Range :

    The pay range for this position is $87.00 - $109.00 per hour; however, the pay offered may vary depending on job-related -knowledge, skills, and experience. This pay information is being provided pursuant to applicable law and is based in part on market location.
