Base pay range: CA$75,820.00/yr - CA$89,200.00/yr
Job Summary
Reporting to the Manager Enterprise GIS, the GIS Analyst will be responsible for spatial data and mapping application development using ESRI’s ArcGIS software. This role involves creating and maintaining maps, map layers, and spatial data; providing spatial analysis; consulting with end users regarding mapping projects; optimizing mapping applications used in static and mobile environments; writing, modifying, and testing GIS scripts; participating in the development and implementation of GIS workflow procedures; and providing end‑user support and training assistance as required, for all Regional Departments, Agencies, Boards and Commissions (ABCs) and other shared service partners.
Education & Qualifications
- Post‑secondary degree in Geomatics, Geographic Information Systems, Computer Science/Engineering or related field.
- Post‑graduate diploma in Geographic Information Systems (GIS) is preferred.
- Minimum 5 years of experience supporting GIS, preferably in a municipal environment.
- Technical experience in spatial database design and standards, cartography, geospatial analysis, and spatial data management.
- Proficiency with Esri ArcGIS Suite (ArcGIS Pro, ArcGIS Online, Enterprise), geodatabases, and related tools.
- Developing queries and/or scripts using T‑SQL, Python or FME.
- Knowledge of Open Data Principles and CKAN open‑source data management system.
- Experience working with web services such as REST APIs in JSON, XML or HTML.
- Strong interpersonal and relationship‑management skills.
- Experience managing mapping‑related projects using standard project‑management techniques.
Responsibilities
Leverages GIS tools and techniques to perform all aspects of data management associated with spatial data (30% of time).
- Updates databases using spatial and non‑spatial methods/tools, ensuring a high degree of data accuracy and quality is maintained.
- Manages data conversions, migrations, and processing using measures to enforce data integrity.
- Creates linkages between business and mapping data, investigating, and reporting discrepancies.
- Publishes and updates mapping data within NiagaraOpenData.ca community portal.
- Applies QA/QC procedures to ensure accuracy, reliability, and compliance with corporate and legislated standards.
- Develops and administers standards and guidelines for geospatial data management, data collection and acquisition, data modeling, performance indicators (KPI) and related metrics.
Develops mapping applications, designs geoprocessing tools, and creates GIS supports according to the objectives and needs of the organization (30% of time).
- Works with clients to understand their needs and interpret their objectives.
- Develops and implements web‑based mapping applications and/or tools; manages account security within both ArcGIS Enterprise and ArcGIS Online environments.
- Undertakes GIS application development and implementation, ensuring technical documentation is created and maintained.
- Conducts geospatial analysis in support of regional initiatives and corporate business intelligence.
- Analyzes problems and existing workflows and develops methods to improve the effectiveness of geospatial systems through scripting, geoprocessing workflows and tools.
- Provides maintenance for GIS projects, applications, and tools.
Acts as a project leader and Subject Matter Expert; provides direction and guidance on the use of GIS applications and analyses for process improvements, decision‑support, usability, and accessibility (20% of time).
- Investigates business problems, analyzing optional solutions and creating recommendations.
- Leads smaller mapping‑centric projects, including identifying user requirements, conducting analyses and developing mapping solutions (static or mobile).
- Organizes and coordinates the work of other project resources.
- Ensures projects are completed within scope, budget, and timeframes.
- Provides timely communication and acts as the ongoing liaison with the project’s sponsor, resources, and invested parties.
Assists in the preparation of presentation and technical materials for public/internal meetings, training, conferences, and other venues (20% of time).
- Produces documentation on GIS applications and operating procedures for internal and external users.
- Assists in the development of training materials for horizontal and vertical applications.
- Provides system, application and geodatabase support and training for GIS customers in all Regional Departments, ABCs, and shared service partners.
- Facilitates establishment of GIS‑related centres of excellence (GIS Community of Practice, GNIAG, etc.) for resources within Regional Departments, local municipalities, and other public‑sector agencies.
- Reviews, evaluates, and assesses software products and related tools as required.
