Work environment

Indigenous Services Canada (ISC) provides social, economic, and health programs and services to First Nations, Inuit and Métis. Intent of the process

A pool of qualified candidates may be established and may be used to staff similar positions with various locations, linguistic profiles and / or requirements as well as tenures (acting, assignment, deployment, secondment, term, and indeterminate appointments) and / or security clearance (reliability or secret), which may vary according to the position being staffed.

By default, and in the interest of the greater public service, pools created as a result of staffing processes at ISC may be shared with other government departments.

Re-evaluation period : If you submitted an application and / or underwent assessment and were found not qualified, you may resubmit an application to be considered after a 6 month waiting period, from the time when the last assessment was completed.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION :

ED1 - Successful completion of two (2) years of an acceptable post-secondary educational program in any field relevant to the work to be performed (e.g., engineering, commerce, sociology, mathematics, finance, business administration, statistics, social science or in any other field relevant to the work to be performed) OR an acceptable combination

  • of education and experience.

  • A secondary school diploma and at least three (3) years of relevant work experience in at least one of the essential experience criteria listed below.

    EXPERIENCE :

  • Experience in conducting research, analyzing information from multiple sources, and developing recommendations related to programs or projects.
  • Experience providing advice both in writing and verbally, to clients, stakeholders, or various levels of management on program or project issues.
  • Experience reviewing, interpreting, and applying policies, procedures, directives, or guidelines to support the delivery of a project, program, or service.
  • Experience developing and maintaining collaborative working relationships with people of diverse backgrounds, which could include First Nations, Inuit, and / or Metis people.

    ASSET EDUCATION :

    AED1 - Graduation with a degree from a recognized post-secondary institution.

    ASSET CERTIFICATIONS / DESIGNATIONS :

    i)Professional certification in project management.

    ii)Professional audit or accounting designation.

    iii)Registered Social Worker.

    NOTE : Other certifications or designations relevant to the position being staffed may be considered.

    ASSET EXPERIENCE :

    AEX1 - Experience analyzing financial or quantitative information using MS Excel or similar spreadsheet software.

    AEX2 - Experience managing or tracking program or project budgets and / or expenditures.

    AEX3 - Experience with administration or delivery of programs and / or projects for Indigenous peoples, or people of diverse backgrounds, including First Nations, Inuit and / or Métis People.

    AEX4 - Experience in the review of audited consolidated financial statements of public sector organizations.

    AEX5 - Experience working in the child and family services sector.

    AEX6 - Experience leading or supporting environmental assessment / remediation projects.

    AEX7 - Experience leading or supporting land management projects.

    AEX8 - Experience leading or supporting Indian Act land transactions.

    AEX9 - Experience leading or supporting real property transactions or land surveys.

    AEX10 - Experience in planning and implementing infrastructure projects or asset management.

    ASSESSMENT

    Candidates must meet all the essential qualifications to be appointed to a position.

    LEAVE / ABSENCES DURING THIS SELECTION PROCESS :

    It is the responsibility of the candidate to notify the departmental contact of any pre-approved leave throughout the duration of the process in order to facilitate scheduling of evaluations. Candidates are expected to make a reasonable effort to make themselves available for assessments as scheduled. Rescheduling will only permitted for accommodation measures or for other exceptional / extenuating circumstances, to be determined on a case-by-case basis.

    Depending on the number of applicants, ISC needs, and HR plans, volume management strategies such as random selection, application of one (1) or more assets, top-down approach, and / or cut-off scores MAY be used for the purpose of managing applications / candidates.     OFFICIAL LANGUAGES

    Persons are entitled to participate in the selection process in the official language of their choice. Applicants are asked to indicate their preferred official language in their application.

    Official language proficiency could be assessed and required solely upon appointment. Each candidate can only undergo SLE testing one time within the context of an appointment process. Also, a person who initially failed linguistic testing could be introduced into the pool of qualified candidates during the pool’s validity period if he / she is assessed again through another selection process or following linguistic training.

    FREQUENTLY ASKED QUESTIONS

    How does an inventory work?

    An inventory is a selection process that can be used by various hiring managers to meet their current and future needs. As a result, you will apply only once to be considered for multiple job opportunities at the PM-04 level.

    Why was my application automatically rejected when I submitted it?

    In order to be placed in the inventory, you must meet the essential education qualification at the time you submit your application. If you receive a message "Application rejected at screening" immediately after submitting your application, you probably answered "No" to the screening question assessing the essential qualification of education. If you have incorrectly indicated "No" for this qualification, simply retrieve your application and update your answer to the screening question.

    What happens if my application expires?

    Your application will be kept in the inventory for 90 days. A notice will be posted in the "My Job File" menu of your account 12 days before your application expires. If you do not take this into account, your application will be deactivated and it will no longer be considered for submissions from this inventory. In the event that your application expires during the effective period of this inventory, a notice will be posted in your account. If you wish to confirm your interest and reactivate your application, select the "Renewal of my application" link.
