The Ministry of Social Services, Child and Family Programs, Quality Improvement, is seeking an analytical, organized and confident individual to be part of a team that ensures quality services are provided to all children receiving residential care. Reporting to the Manager of resident Services, the successful candidate will assist in the fulfillment of the Division’s commitment to ensuring quality services are provided to all children receiving residential services. Considerable travel with the ability to work flexible hours is a requirement for this position.
The successful candidate’s major responsibilities will include :
- Undertaking specific on-site operational program reviews of children’s services residential programs both on and off reserve to ensure compliance with established provincial standards of care for residential services;
- Developing a detailed written report that includes recommendations and strategies for change, based on evaluations;
- Communicating clearly both verbally and in writing and having the ability to articulate accurately and objectively complex legislation, policies, and processes to a variety of audiences;
- Monitoring compliance to the recommendations and conducting follow-up assessments to analyze progress towards meeting recommendations;
- Providing support, direction and training of residential program managers and residential staff;
- Presenting of review data to Ministry leadership, inclusive of Managers through to Executive Directors, and external stakeholders (Community-Based Organizations and First Nation’s Board Members and Band Council Members and Board of Directors) upon completion of the operational program reviews to gain acceptance / understanding of the review findings and recommendations; and
- Reviewing and interpreting government policies, residential service agreements, ministerial program policies and procedures, and local operating programs and procedures to gain an understanding of the program operations.
To qualify for this position, you will possess a Bachelor’s degree in a Human Services field of study (ie., Social Work, Human Justice, etc.). The successful candidate requires knowledge of :
The Child and Family Services Act, and The Residential Services Act and The Residential-Service Facilities Regulations in order to interpret legislation and evaluate the application of legislation, policies and procedures in the delivery of services;Knowledge of the policies and standards contained in the Ministry’s Children’s Services : Residential Policy Manual in order to conduct comprehensive program reviews and ensure compliance with the policies, standards and procedures contained in this manual;Knowledge of the policies, practices and standards contained in the Ministry’s Children’s Services and Child Protection Manuals;Knowledge of children’s residential service delivery framework;Knowledge and respect for First Nation’s cultural values and beliefs; andKnowledge of conflict resolution theories and principles.Candidates must clearly indicate in their cover letter or resume where they have acquired their knowledge, skills, and abilities.
