ROLE :

Reports to : Deputy Director Finance

Direct Reports : Accounting Clerk 2; Accountant 1; Accountant 2; Accountant 3

Coordinates with : all Operating Departments; Senior Leadership Team; Council

Liaison with : external agencies other levels of government other municipalities and independent consultants

GENERAL ACCOUNTABILITY

Reporting to the Deputy Director of Finance the Manager of Accounting is responsible for managing the accounting function for the City including accounts payable accounts receivable the preparation of financial analytics internal financial reporting preparation of the City s consolidated financial statements and coordination of the annual audit. This role ensures the accuracy and timeliness of financial reporting while maintaining compliance with regulatory standards. The Manager of Accounting manages a team of accounting staff implements effective financial controls and provides strategic financial insights to support the City s objectives.

The work is complex and varied and involves the exercise of considerable independent judgement and action in supervising accounting operations analysing resolving and recommending solutions for specific accounting problems. The Manager of Accounting recommends solutions to major problems and policy matters. The incumbent prepares recommendations and reports on strategic and administrative matters within the department and collaborates closely with other managers to ensure familiarity of all departmental functions and develop cross training opportunities.

KEY RESPONSIBILITIES

  • Directs and participates in the preparation and maintenance of accounting and financial reports records statements and estimates including the preparation of the City s consolidated financial statements in accordance with current PSAB requirements
  • Performs duties as required under the Local Government Act Community Charter and other relevant legislation
  • Responsible for the continued compliance with Public Sector Accounting Guidelines including the implementation of new standards as required
  • Plans assigns reviews and supervises the accounting team s work including tasks related to accounting analytics costing clerical activities and other related duties
  • Provides the full scope of management and leadership duties for the Accounting Team including workforce planning hiring motivating coaching and development and performance management
  • Develops innovative strategies to streamline processes eliminate waste and bottlenecks and integrate modern technologies where applicable
  • Collaborates with Finance department management team on crossfunctional goals and initiatives ensuring aligned financial strategies policies standards procedures and controls.
  • Provides advice and makes recommendations to the Senior Leadership Team on financial matters
  • Prepares reports and presentations for the Senior Leadership Team the Audit & Finance Committee and Council
  • Coordinates and assigns work related to the annual financial audit
  • Conduct regular audits and assessments to identify areas for improvement and ensure compliance with internal policies and procedures.
  • Monitors financial inputs from other City systems
  • Supervises and controls the accounting of all assets liabilities revenue and expenses for all municipal departments
  • Prepares financial position forecasts and may maintain municipal investments as required
  • Supervises the analysis of budget to actual variances and conducts special financial analyses as required.
  • Maintains cooperative interdepartmental relationships to ensure efficient service delivery and accurate financial reporting.

Requirements

REQUIRED COMPETENCIES

  • Expert knowledge of municipal finance accounting and auditing principles and standards practices and systems
  • Expert understanding of policies procedures bylaws regulations and acts governing the departments functions and operations
  • Strong proficiency in preparing a variety of accounting statistical and financial statements reports and returns and interpreting and applying applicable bylaws regulations acts and policies.
  • Strong knowledge of public administration practices and procedures relevant to the work performed
  • Strong proficiency in working with a variety of business software systems and utilizing computer data processing systems to meet the department s needs
  • Strong familiarity with the functions operations and requirements of other finance sections and municipal departments as they relate to the accounting function
  • Strong organizational and project management skills supported with the ability to plan direct and coordinate the department s operations effectively adhering to established deadlines and statutory requirements.
  • Advanced skills in people management practices for direct reports capable of creating and sustaining a respectful and productive work environment that inspires teamwork creativity enthusiasm and positive results.
  • Ability to lead motivate coach and develop staff in a unionized environment.Expert interpersonal and relationship building skills with a demonstrated track record of the ability to create nurture and sustain positive internal and external relationships including the ability to facilitate mediate network research analyze and resolve issues.
  • Ability to initiate review analyze evaluate and implement new and revised policies procedures and operating systems and controls
  • Ability to collaborate within the finance department on crossfunctional projects such as implementation of new policies preparation of complex financial statements and reports and other operational or strategic initiatives.Excellent communication skills both verbal and written with proficiency in delivering presentations
  • Strong ability to work well under pressure and adapt to shifting priorities
  • REQUIRED QUALIFICATIONS

  • Chartered Professional Accountant (CPA) designation
  • Ten years of progressively responsible accounting experience including extensive experience in the preparation of municipal consolidated financial statements and analytical experience and a minimum of 5 years of leadership experience or an equivalent combination of education training and experience.
