Duties

Under the Director General, the Director leads the Sexually Transmitted and Blood Borne Infection (STBBI) Surveillance Division.

This position is responsible for national STBBI surveillance programs, epidemiological assessments and results dissemination to various stakeholders as a basis for communicable disease prevention and control programs, leads guideline development for public health professionals, and coordinates horizontal risk assessment.

Provides scientific, medical, and epidemiological expertise on infectious disease prevention and control, particularly on sexually transmitted and blood-borne infections, within the government of Canada, and represents the Public Health Agency of Canada (PHAC) in working with other departments, provincial / territorial governments, professional associations, and at an international level.

Generally, this position contributes public health and medical knowledge and expertise to the study of diseases, outbreaks, or other public health risks in populations for the planning, development, evaluation and improvement of public health interventions for the prevention, control, management or mitigation of diseases / risks in Canada.

The position is currently responsible for overseeing seven program sections with over sixty staff, with commensurate human resource and financial sub-delegation, and well as managing approximately ten direct-report professional staff.

Work environment

The Centre for Communicable and Infectious Diseases (CCDIC) protects Canadians from the spread of infectious disease in communities and healthcare settings by providing national leadership on health promotion and infectious disease prevention.

CCDIC is responsible for creating and sharing credible knowledge and facilitating coherent national action that contributes to the prevention and control of sexually transmitted and blood-borne infections (including HIV, viral hepatitis and gonorrhoea).

The Centre is also responsible for infection prevention and control of healthcare associated infections, antimicrobial resistance and tuberculosis.

CCDIC fulfills its mandate in partnership with provinces and territories and in collaboration with other domestic and international stakeholders.

Reporting to the Director General, the Director of the Sexually Transmitted and Blood-borne Infections (STBBIs) Surveillance and Guidance Division supports national surveillance of STBBIs and other notifiable diseases through the collection, analysis, publication and distribution of national surveillance data.

The Division also develops national guidelines for health professionals and provides expert advice and support to other federal departments, provinces and territories in support of policies and programs.

The ideal candidate is widely recognized in the field and has a track record of building effective collaborative partnerships across diverse stakeholder groups both domestically and internationally.

Intent of the process

This selection process will be used to fill one (1) bilingual imperative (CBC / CBC) position on an indeterminate basis.

Management prefers to staff this position in Ottawa, Ontario. However, management may consider candidates to work virtually from across Canada, within the parameters of a Hybrid Work Agreement.

Internal candidates who are substantively at the MD-MSP-02 or MD-MOF-04 level (or equivalent) may be considered first for any secondment / assignment opportunity.

Education :

Graduation with a degree from a recognized school of medicine.

Degree equivalency

Certification in a medical specialty recognized by a statutory licensing body in Canada.

Experience :

E1 : Experience providing scientific advice for public health prevention and control programs particularly for sexually transmitted and blood-borne infections programs.

E2 : Experience in providing medical advice in applied epidemiology or communicable disease control for appropriate surveillance response, communicable disease outbreak response or public health events.

E3 : Experience in evaluating existing and proposed infectious disease prevention and control measures.

E4 : Experience in management of human, financial and material resources.
