Purpose
Leads and oversees AML / ATF Sanctions, Internal Control in International Banking ensuring business strategies, plans and initiatives are executed / delivered in compliance with governing regulations, internal policies and procedures.
Provide strategic advice to the business lines on the AML / ATF & Sanctions related matters, providing guidance to successfully perform all procedures and comply with minimum operational standards, ensuring the local and Enterprise-wide AML / ATF & Sanctions Policies & Standards, as well as local and global regulatory requirements are understood and met in their respective countries / region.
What You'll Do :
- Leads and drives a customer focused culture throughout their team to deepen client relationships and leverage broader Bank relationships, systems and knowledge.
- Oversight of AML function to ensure alignment, effectiveness and compliance of local and global AML / ATF and Sanctions policies and standards : Understand and maintain awareness of the local and global AML regulations, Enterprise-wide AML / ATF & Sanctions policies and standards, as well as international standards and industry leading practices.
Working with the Business Lines to develop, maintain current and implement local AML / ATF & Sanctions procedures and controls based on the global standards, incorporating local regulatory requirements.
Champion for the country's AML program and ensuring its effectiveness, being responsible for supporting the governance framework, providing support to business lines through escalations, monitoring program breaches or gaps, reviewing controls as required and developing procedures to monitor and report the effectiveness of the AML Program in the countries Management of the exceptions to policy / standards and required Delayed Implementations (MSI) at a divisional level.
Provide Strategic support on BAU (Business as Usual) AML Activities : Responsible for the oversight and support of the IB Retail and Small Business AML and Sanctions program.
Responsible for the divisional execution of the EMRA / ESRA annually ensuring 100% coverage of assessable units / business lines and control units.
Accountable for the 1st Line of Defense execution and roll out of the AML RCM (Regulatory Compliance Management) program for International Banking.
Responsible for the facilitation and execution of AML Training Plans (TP) including the tracking and reporting to Executive forums.
Responsible for the facilitation and execution of the AML TPRM standards.
Responsible for the execution of the executive reporting for NIASRA, TP and TPRM. Provide strategic support and guidance on AML & Sanctions programs : Ensures proper and timely advice / interpretation of policies and standards on AML / ATF and Sanctions related matters in response to, and in support of, the Business Line's needs Work with multiple local stakeholders to gather different perspectives on AML and assess impact on the country's operating model, providing feedback- AML Governance & Sustainment and Enterprise AML group (in Toronto).
Manage the International Banking Event report (Sanctions and events related to prevention of potential penalties, losses and damage to reputation and negative news).
Provide strategic support and guidance on Issues Management : Understand and maintain awareness of the Issues Management standards, and procedures.
Responsible for the curation and mapping of AML Issues (Regulatory / Audit / MSI) to ensure alignment with the Enterprise Policy / Standards and IB Issues Management Standards.
Accountable for the roll up reporting per country on Issues Management for Executive Forums.
Monitoring, Reporting and Control : Support on the Internal Control Executive reporting (Group Head briefings; CRC materials;
Audit heat map; IB AML Governance Committee).
Relationship Management : Ongoing interaction with the Business Lines, AML Operations, local EDDU, local Compliance Officer, AML Governance and Sustainment.
Participation, support and challenge in AML in Country Committees. Act as liaison with the 2nd Line and 3rd Line to develop and implement AML initiatives processes to achieve balance between operational efficiency and customer experience while in compliance with Policy and regulatory requirements.
- Understand how the Bank's risk appetite and risk culture should be considered in day-to-day activities and decisions.

What You'll Bring :
- University degree with a minimum of 10-15 years' experience in financial services
- Strong understanding of the International Banking business units, products, services, operations, systems and practices.
- Strong knowledge of AML / ATF and Sanctions regulations and internal policies & procedures
- In-depth understanding of the Bank's operations and controls, including knowledge of organization and infrastructure.
- Demonstrated ability in leading professional staff both in Head Office and across a distributed
- Advanced verbal and written communication skills in English and Spanish
- Expert relationship management skills
- AML Designation (CAMS) is an asset
Work Arrangement :
- Work in a standard office-based environment; non-standard hours are a common occurrence.
- Limited travel internationally.
