ABOUT THE UPPER GRAND DISTRICT SCHOOL BOARD (UGDSB)

THE OPPORTUNITY

The UGDSB is seeking a dynamic individual to join our team for a permanent full-time opportunity in the capacity of Payroll Analyst .

Location: On-site position located at our Guelph Board Office (500 Victoria Road N. Guelph ON)

FTE and Hours: 1.0 FTE; 35 hours per week

Base Hourly Pay Rate: $30.34 - $36.88 per hour; wage rate effective September 1 2025

Labour Market Adjustment: A 17% market adjustment to be applied to the base hourly pay rate; hourly pay rate inclusive of the market adjustment is $ 35.50 - $ 43.15 per hour ; wage rate effective September 1 2025

Note: Labour market adjustment may fluctuate based on local market and at discretion of the Board

Start Date: As soon as possible

Board Information: 12-month position; permanent; full-time; Office Clerical and Technical (OCT) Union

Reporting to the Payroll Supervisor the Payroll Analyst is responsible for performing regular payroll audits within a large multi-union environment ensuring that all payroll records are accurate and timely payroll services are delivered in compliance with Board processes legislative requirements and applicable collective agreements.

This position requires an individual with excellent analytical organizational and communication skills and a strong attention to detail.

Responsibilities:

  • Acts as the designated backup for processing the complete payroll cycle for various union employee groups; provides essential payroll support to ensure accurate and on-time payments maintaining strict compliance with all relevant collective agreements payroll schedules and processing deadlines.
  • Generates calculates reconciles and processes bi-weekly payrolls for non-union and executive employee groups.
  • Delivers specialized and advanced payroll assistance serving as a critical backup resource for other Payroll team members during peak processing periods and as needed throughout the school year.
  • Maintains detailed records and documentation of payroll transactions for audit purposes in pay run files.
  • Performs calculations of pay related changes prorated salaries terminations leaves of absence FTE adjustments etc.
  • Continuously supports the analysis review and implementation of efficient payroll processes and practices.
  • Audits and verifies payroll data for accuracy and ensures that all payroll records are in accordance with applicable collective agreements and legislation.
  • Works with the Administrative Officers of Pension and Benefits to review and investigate discrepancies arising from the TPP and OMERS reconciliation.
  • Assists with the preparation and distribution of annual payroll calendars for each payroll to coordinate activities for timely payroll processes.
  • Reviews accuracy of the employer remittances union and pension deductions.
  • Partners with Payroll Supervisor to complete monthly / quarterly account reconciliations and biweekly monthly and annual remittances for payroll deduction accounts as required.
  • Assists with year-end processing and reconciliations and internal / external audit requests.
  • Maintains administers and develops ad-hoc reports as required.
  • Performs other duties as assigned.

Experience and Qualifications:

  • Post-secondary degree or diploma in Business Administration Finance Accounting or a related field is required.
  • Minimum of three (3) to five (5) years of recent related and professional payroll experience in a fast-paced environment.
  • Prior experience with various Payroll and HR platforms is required; experience with SDS is an asset.
  • Prior working experience in a unionized school board and / or public sector organization is an asset.
  • Achieved or actively working towards Payroll Compliance Professional (PCP) and / or additional professional designations related to the role.
  • Ability to analyze business processes and systems identify inefficiencies and / or required functional enhancements and document business processes and procedures.
  • Ability to take initiative with effective organizational skills and follow-through including the ability to manage multiple and competing priorities with accuracy and attention to detail.
  • Ability to work independently in an organized manner and collaboratively in a team-based environment.
  • Knowledge of and ability to apply relevant collective agreements Board policies procedures and legislation.
  • Strong organizational problem solving and analytical skills with an intermediate knowledge of Microsoft Office suite (Word Excel PowerPoint and Outlook) Google-based products SharePoint and other database systems.
  • Excellent oral and written communication skills and the ability to communicate effectively professionally and courteously with all levels of staff and external contacts.
  • Demonstrated ability to adhere to confidentiality at all times.
  • Ability to demonstrate resiliency and a positive attitude through a solution-oriented approach to challenges.
