The Opportunity

Reporting to the Manager of Construction Engineering this full time permanent position is primarily responsible for project management for the design and contract administration of municipal construction projects.

Accountabilities

Perform design and contract administration duties on municipal construction projects (including complex engineering calculations and procedures performed with knowledge and expertise attained through formal training and experience) in accordance with the City of St. Johns Specifications to ensure the Citys existing and future infrastructure requirements are met. Apply independent engineering judgment on technical issues not covered by standards or guidelines. These projects may include but not be limited to road construction water supply and distribution systems sanitary and storm sewer systems retaining walls bridges and buildings.

Perform technical review of municipal construction projects. Review and interpret various engineering documents and studies; including traffic storm drainage and geotechnical reports detailed construction plans subsurface investigations testing reports computer analysis certification inspections design calculations and as built packages.

Prepare technical reports and correspondence including the preparation of tender documents for construction containing specifications conditions of the contract and engineering drawings. Administer the tender process in accordance with the Public Procurement Act and review bids for errors and omissions.

Manage payments to consultants and contractors for work completed which includes issuance of Certificates of Substantial Performance and Total Performance as outlined in conditions of contract and Mechanics Lien Act. Prepare and review cost estimates.

Assist in selection of consultants based on knowledge experience capability and cost.

Provide direction and project management to selected consultants as well as engineering expertise and direction to contractors during construction.

Respond to and resolve inquiries / complaints from Councillors consultants contractors and the public concerning project matters of existing / future infrastructure and property concerns. Effectively use conflict management when necessary to resolve issues and promote positive outcomes.

Act as a City Representative and enforce safety requirements on construction sites to ensure safe construction practices and working conditions are maintained.

Consult with and provide engineering assistance to other City departments and governmental agencies as needed

Qualifications

QUALIFICATIONS :

Applicants must have successfully graduated from a recognized university with a degree in Civil Engineering and be registered or eligible for registration with the Professional Engineers and Geoscientists of Newfoundland and Labrador. A minimum of 5 years experience of a progressively responsible nature in project management and the design / administration of municipal infrastructure projects is required.

Applicants must have knowledge of the materials methods and practices of municipal public works construction excellent analytical communication and report writing skills and can deal with people effectively objectively and courteously. Applicants must have the ability to prepare concise and effective reports and correspondence and be able to establish and maintain effective working relationships with staff general public contractors and consultants. A strong knowledge of personal computers and standard software is required. A valid Class 5 drivers licence and primary access to a personal vehicle is required with proof of business insurance upon hire.

Hours of Work

Regular Hours of Work are 9 : 00 a.m. to 4 : 30 p.m. Monday to Friday (33.75 hours per week)
