Job description

Responsibilities

Data Analytics and Research Leadership

  • Leads tasks and projects related to the modelling, analysis, and interpretation of divisional data and other external datasets, including those with a spatial component.
  • Designs, tests, and builds complex models to solve complex divisional analytics problems, identifying opportunities for using advanced statistical and predictive modelling techniques.
  • Enables access to, and leverages, datasets by supporting data pipelines, build queries and ETLs / ELTs, and supports statistical and inferential analysis.
  • Makes recommendations and implements improvements to the system to optimize computation and storage resources for data.
  • Builds processes and methods to ingest and analyze large datasets from structured and unstructured data sources such as GPS-probe data, sensor-based data, and other large datasets.
  • Develops, implements, and evaluates work plans for divisional data projects and tasks.
  • Explores, analyzes, and advises the key staff and Manager on the value and applications of, and challenges associated with emerging datasets.
  • Conducts peer and literature reviews on novel modelling and analysis techniques in spatial data science.
  • Establishes and applies best practices in documenting processes, models, analyses, and code.
  • Keeps abreast of the latest research in the fields of fleet asset management, work management, safety and compliance, training and education, and spatial data analytics and machine learning.
  • Serves as a subject matter expert on decisions or questions related to data analytics.
  • Monitors and evaluates the functionality of applications developed within the Division, and makes recommendations for enhancements.

Effective Stakeholder Collaboration, Knowledge Exchange, and Relationship Management

  • Prepares reports and submissions (e.g. briefing notes, staff reports, and other correspondence) for the Division and City Council.
  • Works with internal and external partners, disseminators and analysts to collect and analyze data on behalf of the Division.
  • Contributes to and supports divisional and corporate Data Governance initiatives related to maintaining and improving the collection, retrieval and access of Fleet Services’ data.
  • Fosters and maintains effective working relationships and networks with divisional staff, other divisions within the city and vendor.
  • Monitors and evaluates the functionality of applications developed at the Division, and makes recommendations for enhancements.
  • Ensures compliance with safety and security matters under Occupational Health & Safety legislation and divisional safety and security policies.
  • Key Qualifications :

  • Post-secondary education in a discipline pertinent to the job function (e.g. Computer Science, Data Science, Statistics) or an approved equivalent combination of education and experience.
  • Considerable experience with databases and data warehousing, including organizing, compiling, manipulating, analyzing, visualizing and summarizing large datasets and their metadata
  • Experience in developing Extract, Transform, and Load processes or statistical and machine learning models and algorithms (Python, SQL, Java, etc.).
  • Experience in advanced data analytics, interpretation of data, and statistical modelling using Python, R, SQL, or other equivalent tools.
  • Considerable experience with BI tools (Tableau, PowerBI, etc.)
  • Considerable experience assessing and ensuring data quality, troubleshooting and resolving data quality issues to enable the identification of patterns, trends and insights to help boost and report on project and portfolio performance.
  • Proficiency in GIS (Geographic Information Systems), spatial analysis, spatial databases, cartography and mapping.
  • Proficiency in Microsoft Office application suite (specifically PowerPoint, Excel and Visio) and other data analysis and reporting tools.
  • Excellent oral communication, writing, presentation and interpersonal skills, to deal effectively with technical staff, business unit staff, and senior management, and communicate information in a manner that is understandable to a wide range of individuals.
  • Highly developed facilitation, problem-solving, and conflict resolution skills.
  • Strategic thinking skills, with the ability to develop recommendations that advance the organization and improve service to the public.
  • Exceptional ability to seamlessly distill very technical concepts to business users and vice versa.
  • Exceptionally self-motivated and directed approach, with a keen attention to detail and organization.
  • Political acuity with knowledge / leadership in government innovation.
